Synopsis

MLT X HAD NMAC WITH VFR ACFT. EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.

Narrative

I TOOK A HDOF ON MLT X AT MRB AT 5000 FT NBOUND TO HGR FOR LNDG; THE ACFT CAME ON MY FREQ 5 N OF MRB. I IMMEDIATELY ADVISED MLT X; TFC 12 O'CLOCK; 2 MI; VFR AT 5000 HEAD-ON; YOU ARE CLRED TO DIVE OR CLB AT YOUR DISCRETION.' MLT X SAID I'M DIVING. SECONDS WENT BY AND HE ADVISED HE WAS CLBING BACK TO 5000 FT AND IT WAS A GOOD CALL. BOTH ACFT DISAPPEARED ON THE RADAR FOR A FEW SECONDS AND WHEN THEY RETURNED I SAW ONE HIT OF 5200 FT ON THE VFR AND A FINAL OF 3400 FT NEXT SWEEP. I WAS BUSY AND DID NOT WATCH VFR AFTER THAT. I IMMEDIATELY CALLED IADZ N LOW AND ADVISED I WAS DIVING IN HIS AIRSPACE DUE TO HEAD ON TFC AT 5000 FT; WHEN SAID HE WAS DIVING. I NEVER CONSIDERED TURNING MLT X BECAUSE I DON'T THINK THE BEACONS COULD COME APART IN TIME; PLUS MLT X IF HE SIGNED SAME; COULD LOSE SIGHT UNDER HIS WING IN A TURN. JUST PRIOR TO THIS INSTANCE (MAYBE 15 MINS) I ASKED ANOTHER ACFT OVER MRB AT 7000 FT IF TFC WAS CALLED 10 O'CLOCK; 3 MI; CONVERGING VFR AT 7300 FT. HE SAID NEGATIVE. IN CONCLUSION; I THINK IADZ SHOULD BE MORE AWARE OF TFC IN THEIR AREA; PRIOR TO TRANSFER OF CTL TO CENTER; BOTH SITUATIONS WERE IN THEIR AIRSPACE!
