First Officer reported a trailing edge flaps failure during approach. The flight crew returned to departure airport and landed.
Narrative
While on final for XXR we were configured with gear down flaps 15. Pilot Flying called for flaps 35 and after selecting the flap power caution light illuminated. Flaps showed stuck at 15 degrees. We went missed approach; and stayed configured at gear down; flaps 15. We got radar vectors back to XXR to ZZZ and safely landed. While on final approach for XXR; approximately 1;500 feet MSL; Pilot Flying called for flaps 35. After selecting flaps 35 the Master Caution FLAP POWER Illuminated. Pilot Monitoring called the Master Caution; and told Pilot Monitoring we need to go missed to run the checklist. Pilot Flying started the early missed approach procedure. Both pilots decided to stay configured with gear down; flaps 15; and airspeed about 150 knots. Since flaps were stuck at 15 both pilots agreed that this was not an emergency; and a normal and safe landing could be made. After running the flap power checklist the flaps stayed at 15. Pilot Monitoring advised the cabin crew of what the cause of the missed approach was; and advised the passengers as well. A brief call to dispatch was made to inform them of what had happened; and the plan to return to ZZZ for a normal landing. Once everything was set up we proceeded back to ZZZ for a normal landing. Both pilots handled the missed approach well.
