Synopsis

CORP ACFT FAILS HOLD SHORT. NOSE OVER RWY; CONTINUES ON ACROSS RWY.

Narrative

AFTER LNDG ON 32L THE TWR INSTRUCTIONS WERE TO TURN R AND HOLD SHORT OF 32R. WHEN APCHING 32R THE COPLT WAS DOING THE AFTER LNDG CHKLIST. I WAS DISTRACTED MOMENTARILY WITH A FUEL TRANSFER PROBLEM. WE BOTH NOTICED AT THE SAME TIME THAT WE HAD CROSSED THE HOLD SHORT LINE AND APPLIED THE BRAKES BUT THE NOSE OF OUR ACFT WAS ALREADY OUT ON THE RWY. I LOOKED TO MY R AND SAW AN SMA (SINGLE) ROLLING AT A VERY SLOW SPD QUITE SOME DISTANCE AWAY. SINCE THE NOSE OF OUR ACFT WAS PARTIALLY ON 32R IN THE INTEREST OF SAFETY I ELECTED TO CONTINUE ACROSS AND CLR THE RWY FOR THE SMA AS I SAW NO HAZARD FOR EITHER ACFT. TO PREVENT A RECURRENCE OF SUCH INCIDENT I FEEL ONE PLT MUST ALWAYS FOCUS HIS ATTN OUTSIDE THE ACFT WHEN THE OTHER PLT IS WORKING INSIDE. SUPPLEMENTAL INFO FROM ACN 199193: THE PIC HIT THE BRAKES AND SLOWED TO A CRAWL. AT THIS TIME OUR NOSE HAD STARTED OUT ONTO RWY 32R. THERE WAS AN SMA ABOUT 500 FT AWAY WITH THE ENG APPEARING AT IDLE AND MOVING VERY SLOWLY; SO THE PIC ELECTED TO MOVE ACROSS THE RWY. THE PIC MAY HAVE ALSO HEARD THE TWR CLR ANOTHER ACFT TO CROSS 32R SINCE THERE WERE SEVERAL WAITING TO CROSS AT THE END OF 32R.
