Airline ground employee driving a vehicle reported taking evasive action to avoid another vehicle that failed to stop at a stop sign.
Between XA:45 and XB:00 I was heading towards bag room. Departing from the tunnel east to bag room on the concourse. The employee was traveling on the east tunnel. The employee; did not stop at the stop sign at the T-intersection. I had right of way and had no stop sign. I saw her and slammed on the brakes to avoid crashing into the tractor on the right rear side. I banged my knee on the steering column. I then followed her to [a baggage loading area] on the concourse I went to her supervisors and told them that their employee just ran a stop sign and I almost crashed into the employee. I informed their sups. that if it happens again; I could crash into them and they could get hurt. I informed them that they need to pull the employee badge. I then got into my tractor and the employee yelled something at me and I told the employee stop at the stop sign. Then drove away. I was driving east and saw it all take place in front of me. The employee neglected to stop at a stop sign to see if anyone was coming their right side. At the T-intersection; there is a blind corner and cannot see if other tractors are coming. I notified their sups. They need to start patrolling using their fields operations people and using law enforcement.
