Synopsis

A119 pilot reported a NMAC at a non-towered airport. The reporter stated that a non-communicating aircraft took off directly in the pilot's path; and the pilot executed evasive action to avoid collision.

Narrative

I was flying Aircraft X and executing a visual approach over the ILS XX approach path at ZZZ for equipment checks. Joining the course at approximately 9 NM; making radio calls over the CTAF to deconflict with 2 other aircraft operating at ZZZ who were executing landing utilizing Runway XY. I made calls at 9; 7; 5; 3; and 1.5 NM for my planned low approach for equipment checks. Traffic was deconflicted and communication was good between the aircraft that taxied clear of the runway; the aircraft on right downwind; myself; and the aircraft 4 NM behind me that was also executing the ILS XX. My aircraft auto-leveled at 50 ft. AGL just before passing the glideslope transmitter over Runway XX.Once my aircraft auto-leveled I was preparing to select the auto go-around feature when I saw the other aircraft directly in front of me over the runway. I estimate their altitude was between 75 - 100 ft. AGL and 300 ft. horizontal distance; at approximately midfield. My altitude was exactly 50 ft. AGL. Upon seeing the other aircraft heading directly in front of me I broke left with 45 - 60 ft. at or below and a few seconds later turned back to the right. Once back to wings level; I observed the traffic was clear and started a climb out from just to the left of the taxiways. I was making calls asking the traffic to identify themselves and acknowledge the incident several times. The aircraft then showed up on my ADS-B and TCAS 100 ft. above and behind me. The other aircraft then made a radio call with their call sign; and they informed me that radio calls were not required at non-towered fields. They then said that they were outbound to fly over their house. They made no other calls while I was on the frequency.Another aircraft called on the CTAF and stated that they saw the near-miss from the ground; but I did not hear the call sign. At that point I opted to depart the pattern and complete other portions of my flight while transiting back to ZZZ1. I believe that Aircraft Y taxied onto the runway and took off without making any radio calls and with the transponder in standby; while I was on short final to the same runway in the opposite direction. I believe that this incident could have ended in a collision if I had not taken evasive action.
