Synopsis

Air carrier Dispatcher reported the phone number for automated weather information at MFR did not work. The Tower was closed and the phone number was vital to get current weather information in preparation for landing.

Narrative

Aircraft X enroute from ZZZ to MFR. Aircraft took off and about 20 minutes into [the short] flight METAR in MFR updated to report 10 SM RVR14 / 0800v6000 ft. CLR. Captain noticed change also and ACARS'd Dispatcher as well. MFR Tower closes at 2100 and was unavailable for confirmation of METAR. Captain wanted a confirmation of the type of weather at the station as in MFR the type of approaches are limited.Dispatcher called phone number in the directory and after the recording of a phone tree. The phone number is correct. However; the phone automatically disconnected. Dispatcher tried multiple times and phone just hangs up on Dispatcher. Dispatcher went to airport database and tried all numbers in airport database with option 3; 4; 5 to try and reach anyone at airport just to stick head out the window and see if there were clouds affecting the arrival at all. All numbers had similar outcomes. Unable to reach anyone at station; Dispatcher reached out to Operations Manager to try and message station. Operations Manager was unable to reach anyone also. Dispatcher had the Chief confirm that the MFR phone number in the directory was not working correctly and the system was just automatically disconnecting anyone who called. Chief confirmed the phone was not working correctly. Chief called Station General Manager and Station General Manager did answer and gave a different extension with similar results. The first safety concern is that a falsely reporting automated weather system at a non-towered airport that is unable to be confirmed with positive contact from station personnel; may affect future flight approach minimums causing aircraft to either divert or return to field of origin out of an abundance of caution. The second safety concern is; if there was a more serious safety situation requiring EMS or police; the positive contact of station personnel would need to be essential and with no working communication devices to reach Station Operations; the delay could result in injury to inbound aircraft and its payload. The outcome to this situation is that the Captain was able to obtain an ASOS of a correct METAR reading and METAR being reported updated correctly about 15 minutes before landing. However; Dispatcher was unable to assist in a timely manner and in other situations may have required a diversion or a return to field due to inability to confirm ground station weather.
