A Tower Controller reported the Local Controller issued a takeoff clearance with instructions that removed a SID procedure that ensured terrain clearance.
Aircraft X was following an Aircraft Y on the ZZZZZ 2 SID. The controller thought they might not have enough space; which they assuredly did have; so they cleared Aircraft X; 'Runway XX Left cleared for takeoff; I'll call your turn' to which the pilot read back the same. I said to the Local Controller; 'You do not want to do that' and they asked why. I said it was a terrain loss due to the distinct climb profile with the RNAV procedure; and pointed to the display to say they would have separation with the preceding traffic. They responded; 'I'll take the PROC.'This is a systemic training issue where we have over complexed the NAS. The controllers and pilots are left holding the bag when the trainers can no longer manage the job. This used to be a tool we would use when we had the ZZZZZ1 1 SID; that had weather minimums so the pilots had to see the mountain and could literally visually separate themselves from the terrain. Then we went to specific climb profiles (feet per nautical mile climb gradient) and took away the weather minima. The fact that the mountain was shrouded in the stratus and the controller thought it would be okay to essentially say 'Fly runway heading'; and then turn them at a later point towards the hillside no longer on the feet per nautical mile gradient is a dangerous situation that no one really understands. These training initiatives for all new procedures require a face-to-face briefing that are not done. Additionally; if the staffing was good enough to get people out for these briefings; with question and answer session expected; there is no one savvy enough to understand to put these things together to say; 'Do not do this; because (cause and effect) will occur.' This is a very vulnerable state. Knowing that we cannot say 'Fly runway heading' for a departure; and essentially saying fly runway heading to this aircraft (semantics) was lost on this controller; who is a heavily used as an On the Job Training Instructor (OJTI). This means to me the possibility that this type of clearance is done by more than one person exists. This leads to a path of simpletons in the downstairs office space to say; 'Don't do stupid things'. I do not know which position is worse.
