FGT'S OPERATING IN MOA SPILLOUT WITHOUT AUTHORIZATION.

Narrative

2 FGT (X)'S WERE CLRED TO OPERATE IN HOG 1A/1B/1C/2A/2B MOA'S AT OR BELOW 15000 BY MEMPHIS CTR. AS A FSM APCH CTLR; I RELEASED THE MOA AIRSPACE AND OBSERVED THE FLT OF FGT'S ENTER AT XX 25L. ABOUT 15 MINS LATER; I OBSERVED THE FLT OPERATING IN R-2401A/240L ADJACENT TO THE MOA'S. AT XX48L I OBSERVED THE FLT EXIT R2401A AT THE FSM 165/005 AT 14000 MSL AND CONTACTED THEM ON 243.0 ADVISING THEM TO RETURN TO THE RESTR AREA. AT XX49L THE FGT'S EXITED R2401A TO THE S AT 15800 ABOVE THE MOA ALTS AND TURNED N INTO R2402. I OBSERVED AT LEAST 1 OF THE FGT'S EXIT R2401A TO THE W AT 2000 CLBING AND TURNING SE TO REENTER R2401A; PASSING THROUGH THE FSM ATA AND OPERATING OUTSIDE OF BOTH R2401A AND THE HOG MOA'S. THE CAUSE FOR THE PROBLEM APPEARED TO BE LACK OF FAMILIARITY WITH BOTH THE R2401A BOUNDARY AND THE MOA ALTS BECAUSE THEY STAYED WITHIN RESTR AREA ALTS WHEN MANEUVERING THROUGH THE MOA'S. OF GREATEST CONCERN WAS THE SPILLOUT TO THE W AT HIGH SPD IN A CLBING TURN THROUGH THE ATA AND FSM CTL ZONE. WX WAS NO FACTOR. NEAREST TFC WAS 5 MIS SW AND TOOK NO EVASIVE ACTION.
