SMA PRACTICING INST WORK WITH 2 PLTS ABOARD HAS NMAC IN TFC PATTERN. UNCTLED FIELD.
ACFT #1 (SMA 1) CONTAINED 2 PLTS; PLT #1 UNDER THE HOOD FLYING ILS APCH TO RWY 23 AT FREDERICK; MD (FDK) WITH PLT #2 IN R SEAT ACTING AS SAFETY. PLT #1 BROKE OFF INST APCH TO RWY 23. AT APPROX 1.5 MI FROM DEP END OF RWY 30; PLT #2 EXECUTED A L HAND TURN (XWIND OF RWY 30) TO PROCEED ON SWESTERLY HDG TO LEESBURG (JYO). SCAN OF AREA REVEALED NO ACFT IN FLT OFF OF RWY 30; ONE ACFT ON ROLL AND NO AIRBORNE TFC IN IMMEDIATE VICINITY. AT APPROX 2 MI PAST RWY 30; PLT #1 (ACFT 1) OBSERVED SMA 2 TO THE R AND BEHIND ACFT #1 AT A SLIGHTLY HIGHER ALT (APPROX 1550 FT) AND 200 YARDS BEHIND. NO EVASIVE MANEUVER REQUIRED BY ACFT #1 AT THIS TIME. NO EVASIVE MANEUVER BY THE SMA 2 WAS OBSERVED. PRIOR TO INCIDENT; SCAN BY PLT #2 IN ACFT #1 DID NOT DETECT A POSSIBLE CONFLICT OR THE PRESENCE OF THE SMA 2. FLT PATH OF SMA 2 PRIOR TO OBSERVATION UNKNOWN BUT IT IS SUSPECTED THAT SMA 2 MAY HAVE JUST COMPLETED A L TURN TO DOWNWIND FOR LNDG ON RWY 30 AT FDK. ALSO; PRIOR TO OBSERVATION OF SMA 2 BOTH PLTS IN ACFT #1 WERE OBSERVING THE FLT OF A LARGE BIRD IN CLOSE PROX TO THE ACFT AND ON POSSIBLE COLLISION COURSE. (BIRD AT 11 O'CLOCK POS AND CLOSING ON ACFT.) FURTHER; I (PLT #2; ACFT #1) SHOULD HAVE CLBED TO 500 FT ABOVE PATTERN ALT PRIOR TO ATTEMPTING TO CROSS THE FLT PATH OFF OF RWY 30. BOTH PLTS IN ACFT #1 BELIEVED PATTERN ALT AT FSK TO BE 1100 FT ACTUAL PLANNED ALT = 1305 FT. ALT WITH ACFT MARGIN FOR SAFETY IN THE FDK TFC ENVIRONMENT.
