Synopsis

ACR ON APCH DSCNT VECTOR HAS CLOSE PROX TO LTT ON APCH. TCASII RA.

Narrative

SCHEDULED FLT. POSITIVE CTL WITH RICHMOND APCH CTL. BEING VECTORED FOR A VISUAL TO RWY 2 AT RIC. LEVEL FLT 5000 FT AND 210 KTS ASSIGNED. FO FLYING THE ACFT. OUT TCASII ON 10 MI RANGE AND BELOW TA/RA. A TARGET APPEARED AT ABOUT 1:30 BEARING AT 800 FT ABOVE SHOWING A DSCNT. THE BEARING REMAINED CONSTANT AND THE TARGET DSCNT CONTINUED. THE FO SAID 'WE'RE GOING TO HAVE A CONFLICT.' AT ABOUT 5-6 MI WE RECEIVED A (TA). WE STARTED A DSCNT. AT ABOUT 4-5 MI THE (RA) DSND-DSND COMMAND ALARMED AND 1200-1500 FT DSND WAS COMMANDED. ALMOST IMMEDIATELY AFTER THE START OF THE DSCNT I (CAPT) ACQUIRED A VISUAL ON THE CONFLICT ACFT. A TWIN ENG TURBOPROP. OUR DSCNT WENT TO 4400 FT. THE CONFLICT ACFT PASSED ABOVE AND SLIGHTLY BEHIND OUR ACFT. FOLLOWING SEQUENCE OF EVENTS OCCURRED. I INFORMED RIC APCH CTLR THAT WE HAD A NEAR MISS AND ASKED 'DO YOU WANT US TO CLB BACK TO 5000 FT?' HE SAID 'NO; I'LL NOW VECTOR YOU FOR VISUAL TO RWY 34.' ON THE GND I CALLED (TELEPHONE) RIC APCH AND TALKED WITH SUPVR MR X. X WAS AWARE OF THE CONFLICT. X SAID HE WAS OBSERVING CTL AT THE TIME. X SAID THE CTLR BELIEVED THE ASSIGNED VECTORS WOULD PLACE US BEHIND THE LTT BUT THAT THE LTT HAD SLOWED DOWN. X ASKED IF I WANTED HIM TO SUBMIT AN INCIDENT RPT. I SAID 'DO WHAT YOU MUST; BUT I'M SUBMITTING A NASA AND A TCASII RPT. I CALLED COMPANY VIOLATIONS DESK AND TALKED WITH MR Z. I EXPLAINED THE INCIDENT AND REQUESTED ALPA ASSISTANCE.
