Synopsis

RNO Tower Controller in Charge reported the Local Controller cleared an aircraft for takeoff with a vehicle on the same runway.

Narrative

I called Local and wanted permission onto Runway 35L for an inspection as it just came back yesterday for limited use; departures only after being closed for over a year. Operations were on Runway 35L for approximately 5 minutes heading northbound when Aircraft X called ready to depart Runway 35R; the controller crossed them over to Runway 35L/P due to traffic landing Runway 35R. Aircraft X was cleared for takeoff from Runway 35L/P; Aircraft X turned the corner and just started to roll when they keyed up the radio and asked 'what about the vehicle on the runway' the controller immediately cancelled Aircraft X take off clearance; and exited them at taxiway November. Operations were between taxiway Golf and Hotel during the incident; approximately 5000-6000 feet north of Runway 35L/P. Aircraft X never got up to speed; and was not airborne during these events.Checking that Local had the proper memory aids in place when the vehicle was cleared onto the runway. Not getting to focused on the helicopters; one landing at FBO and another taxiing via Charlie. Moving around the Tower Cab and scanning runway 35L; we have large columns that obstruct our view and that's exactly where the vehicle was.
