Air carrier pilot reported multiple aircraft maintenance discrepancies that were not properly addressed by the maintenance department.
Found cluster of 9 damaged rivets consisting of 1 missing rivet; 8 popped rivet heads on #2 engine exhaust on Aircraft X. Documented discrepancy and called Maintenance in ZZZ. Mechanics (were) showed to Aircraft X. I walked down with them and pointed out the location. They took photos and took Aircraft X out of service. We swapped planes. Next day I looked in our company's app to read the corrective action and it stated 'could not locate unsecured fastener'. I also noticed this aircraft was returned to service and was flying. I immediately contacted the appropriate safety department who are actively working this issue while I am writing this time sensitive report. I have filed multiple maintenance reports in the past. I believe the maintenance department as a whole routinely ignores; does not properly inspect; falsifies documents; and attempts to intimidate pilots into not properly documenting discrepancies. I believe a culture change needs to happen starting at the top from this department. Culture change in maintenance department to prevent pilot intimidation. Second report regarding Maintenance on same flight on same plane. Aircraft X. After filing report for damaged rivets on #2 engine being improperly documented and addressed; I read our company's app for other discrepancies. I found a second discrepancy that was assigned a NEF (Non-Essential for Flight) improperly. They assigned a NEF for 'cockpit trim' (which includes paint; placards; markings. Glare-shield padding or covering) to a broken cockpit door panel. This is obviously wrong this also solidifies my point that these are not accidental human errors. These are intentional falsifications of the logbook. Lack of oversight of maintenance department. Intentional disregard for safety. Intentional noncompliance of SOP's. I have filed multiple maintenance reports in the past. I believe the maintenance department as a whole routinely ignores; does not properly inspect; falsifies documents; and attempts to intimidate pilots into not properly documenting discrepancies. I believe a culture change needs to happen starting at the top from this department. Per my previous report; a complete safety / culture overhaul of maintenance department is necessary.After filing reports in regards to this unairworthy aircraft's discrepancies being improperly documented; inspected; and ultimately repaired; I noticed this aircraft was flying via our company's app. I immediately took these steps: 1. Contacted the safety department. XA:00 2. Filed report. XB:00. 3. Called Duty Pilot (left message and text message). XC:00 4. Notified Dispatch via phone. XD:00. 5. Notified maintenance desk via phone. XE:00 . AIRCRAFT STILL DEPARTED AT XF:00. Again; this is an obvious disregard of safety. Why do all groups involved allow maintenance department to continue these unsafe operations? I have highlighted multiple times on other reports what I believe should be a cultural change from maintenance department so solve these obvious safety concerns.
