Synopsis

Beechcraft Barron pilot reported aircraft vibrations during initial climb in VMC conditions. The pilot requested priority handling with ATC; returned to the departure airport and landed safely.

Narrative

While on climb out from ZZZ to ZZZ1; ATC directed level off at 2;000 feet. Upon leveling off; forward trim was applied; a bump in the controls and immediately high vibrations in what felt like flutter with elevator moving fore and aft. Reduced speed and attempted contact with departure to request priority handling. The ATC frequency was in heavy use; and time was determined to be critical to safely land the aircraft. Contacted ZZZ Tower and requested priority handling and need to return for landing immediately. In the turn south for downwind to [Runway] XX reduction in airspeed to 110 knots resulted in flutter/vibrations abating. Lowered the landing gear and flaps; completed the before landing checklist and landed safely. Upon shutdown found the left elevator trim tab was completely disconnected at the point between the horizontal stab and the elevator in the hinge line. Bolt was completely gone. This bolt was in place on the preflight and both trim tabs visually checked with movement on the before takeoff check. The aircraft was on its fourth flight from its annual inspection in which Company performed extensive maintenance on the elevator and hardware.
