Narrative

AFTER YOUR REPLY TO MY LETTER OF JUN/XX/91 (COPY ATTACHED) REGARDING THE LAXITY IN THE FORMAL REVISION OF NOTAMS; I EXPECTED TO SEE MUCH IMPROVEMENT QUICKLY. AFTER REVIEWING THE CLASS II NOTAMS OF DEC/XX/91; I AM SADLY DISAPPOINTED. FROM 67 PAGES OF NOTAMS; YOU HAVE ONLY SHRUNK TO 65 PAGES IN 6 MONTHS. 1986 NOTAMS ARE STILL THERE; EVEN THOUGH 4 OF THEM HAVE SAID 'PROC NA' FOR 6 YRS NOW! SURELY; AFTER 6 YRS; THESE CAN BE FORMALLY CANCELLED! ENCLOSED IS A LISTING OF ABOUT 80 NOTAMS THAT CAN BE PROCESSED IN LESS THAN HALF A DAY EACH. ALL ARE WELL OVERDUE FOR REVISION; DON'T YOU AGREE? A TABULATION OF NOTAMS STILL IN THE SYS THAT ARE OVERDUE FOR SUBMISSION OF REVISIONS FOLLOWS: 1986 - 7; 1987 - 6; 1988 - 26; 1989 - 69; 1990 - 208. SURELY; YOUR OFFICES CAN DO SOMETHING MORE THAN ARRANGE TO HAVE NFDC PRINT TEMPORARY NOTAMS AS A CURE TO THE PROBLEM. WHAT ABOUT PROCESSING THE NECESSARY REVISIONS IN A TIMELY MANNER? WHAT ABOUT DIRECTING THE FIFO'S TO GIVE HIGHER PRIORITY TO THIS PROBLEM? WHAT ABOUT HAVING THE LISTED NOTAMS PROCESSED WITHIN 30 DAYS OF YOUR ORDERS? IF THIS TYPE OF WORK CANNOT BE EFFICIENTLY HANDLED UNDER PRESENT GUIDELINES; WHY NOT REEVALUATE THE PERSONNEL SITUATION AND EITHER BETTER UTILIZE YOUR PRESENT WORK FORCE OR MAKE PLANS TO INCREASE IT TO HANDLE CURRENT AND PROJECTED (GPS-MLS- LORAN C-ILS) WORKLOADS? I HOPE THIS LETTER HELPS FOCUS YOUR ATTN ON THIS CONTINUING PROBLEM; AND HELPS ALLEVIATE THE CARRYING OUT OF THE FAA CREED FOR THE 'SAFE AND EFFICIENT USE OF THE NATIONAL AIRSPACE.'
