SMA DEPARTING ARPT WITHIN TCA CLBS ABOVE FLOOR.
DEPARTED 'ORL' RWY 13. TWR INSTRUCTED ME TO PROCEED 360 DEG. AT APPROX 3 MI N OF ARPT; REQUESTED FREQ CHANGE TO ORLANDO 121.1. I CONTACTED ORLANDO WITH LOCATION; DIRECTION AND ALT; ORLANDO THEN GAVE ME A TRANSPONDER CODE. AS I WAS CLBING; I AGAIN CONTACTED ORLANDO APCH. IT WAS A FEW MINS AFTER MY FIRST CALL DUE TO HVY FREQ USE. AT THE TIME OF THIS CALL I WAS AT 2600 FT AND REQUESTING 3500 FT. THE CTLR TOLD ME THAT I SHOULD NOT HAVE BEEN AT 2600 FT AS THIS PLACED ME IN THE ORLANDO TCA. I FEEL THERE IS A PROBLEM WITH THE WAY ORL IS SHOWN ON THE 'ORLANDO TCA CHART.' ORL IS WITHIN THE ORLANDO TCA. ORL IS THE DIVIDING LINE FOR 'SFC TO 100' AND 100/16. THE DIVIDING LINE IS RWY 13/31. SINCE I DEPARTED RWY 13 WAS NOT I IN THE TCA IMMEDIATELY UPON TKOF. I WAS GIVEN A TKOF CLRNC FROM THE TWR AND A TRANSPONDER IDENT CODE FROM ATC. HOW THEN DID I BUST THE ORLANDO TCA? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CALLBACK MADE TO COUNSEL RPTR REF MAGIC WORDS FOR TCA TRANSITION. RPTR STATES HE NORMALLY FLIES IFR; BUT WAS RETURNING TO HOME PORT 13 MI AWAY SO FLEW VFR. MANY HIGH TWRS IN AREA SO HE WAS CONCERNED ABOUT REMAINING LOW. ASSUMED WHEN GIVEN SQUAWK THAT HE WAS CLRED THROUGH TCA. WRONG!
