Synopsis

ACR X TCASII TA RA WITH WDB Y ON MISSED APCH TO MCO OPPOSITE DIRECTION TFC.

Narrative

ACR X LNDG AT MCO RWY 35; I TOOK EVASIVE ACTION TO AVOID A CONFLICT WITH A WDB Y. I WAS BEING VECTORED TO AVOID CB'S AND TSTMS/TFC FOR LNDG ON RWY 35. FINAL VECTOR PRIOR TO RWY IN SIGHT WAS 350 DEG AT APPROX 17 NM OUT. THAT VECTOR TOOK US ONE DOT L OF THE LOC. AT APPROX 12 MI WE OBSERVED THE RWY AND APCH ASKED IF WE THE RWY AND WAS CLRED FOR THE VISUAL. WE MANEUVERED BACK TO THE LOC AND TRACKED THE LOC/GS INBOUND. AT 7 MI OUT I ASKED APCH IF WE SHOULD GO TO THE TWR. THE REPLY WAS BLOCKED. I CHANGED TO TWR AND RPTED 7 MI RWY 35. AT THAT TIME ACTIVATED A 'TA' (TFC; TFC). THAT WAS FOLLOWED BY TWR TELLING US TO MAKE AN IMMEDIATE R TURN. THEN TCASII SOUNDED A RA (CLB; CLB) AND INDICATED A CLB OF 1000-2000 FT CLB. DURING THE PROCEEDING EVENTS WE LOOKED OUT IN FRONT OF US AND SAW LNDG LIGHTS COMING AT US; AND SLIGHTLY L OF OUR FLT PATH. WE STARTED A CLBING R TURN. AFTER ABOUT 120 DEG OF TURN THE TCASII GAVE 'CLR OF TFC' AND WE LEVELED OFF AT APPROX 2500 FT AGL. TWR ASKED IF WE STILL HAD THE ARPT RWY 35 IN SIGHT AND COULD WE MANEUVER TO LAND. WE MADE A R 200 DEG TURN TO 260 BASE AND DSNDED TO INTERCEPT THE GS. WE ROLLED OUT ON FINAL AT APPROX 4 MI ON GS AND ON SPD AND CONTINUED TO A LNDG. WX A BIG FACTOR -- TSTMS N/NE/E OF APCH. HVY TFC AND LOTS OF VECTORING. THE WDB WAS HIGH AND HAD TO MAKE A MISSED APCH. THE WDB MADE A VFR MISSED APCH (DID NOT FOLLOW IFR MISSED APCH PROC) AND THEN TURNED INTO THE OTHER PARALLEL RWY THAT ALSO HAD LNDG TFC. WHEN TWR REALIZED THAT THEY COULD NOT ADJUST THE WDB THEY CORRECTLY TOLD US TO MANEUVER OUT OF THE WAY. TCASII 'WORKS'. BOTH SOURCES OF INFO ALLOWED CTLABLE MANEUVERS TO AVOID A NEAR/CLOSE CALL.
