CAPT OF ACR ACFT TAXIED ACFT DOWN THE ACTIVE RWY IN THE OPPOSITE DIRECTION WITHOUT TWR CTLR APPROVAL AFTER BEING CLRED INTO TKOF POS AND HOLD.

Narrative

GIVEN INSTRUCTIONS TO TAXI RWY 14. DURING THE TAXI; GND CTL GAVE US THE OPTION OF THE FULL LENGTH OR IN INTXN AT TAXIWAY 'M.' THE INTXN GAVE US PLENTY OF ROOM. WE TOOK THE OPTION AND WAS CLRED TO TWR. IN FRONT OF US WAS A CORPORATE ACFT TWR CLRED THE CORPORATE ACFT FOR TKOF. THEN INSTRUCTED US TO TAXI INTO POS AND HOLD. TWR ALSO INFORMED US THAT THERE WOULD BE A DELAY FOR WAKE TURB. USUAL COMPANY POLICY IS THAT THE CAPT WILL PERSONALLY CALL ATC FOR SUCH ITEMS AS WAIVER; RWY BRAKING RPT; ETC. I LOOKED TO SEE IF THE CAPT WAS GOING TO RESPOND; BUT HE JUST STARTED TO TAXI. SO I CALLED BACK THE CLRNC AND STARTED THE ON RWY CHKS. THE CAPT MADE A R TURN ONTO THE RWY; WHICH I THOUGHT WAS TO SCAN FOR LNDG TFC; BUT THE CAPT CONTINUED TO TAXI TO THE END OF THE RWY. I INQUIRED AS WHAT HE WAS DOING; AND HE INFORMED ME THAT SINCE HE HAD TO WAIT; HE WAS GOING TO USE THE FULL LENGTH. BEFORE I COULD ASK HIM WHY HE DID NOT INFORM BOTH THE TWR AND ME OF HIS DECISION; THE TWR INQUIRED WHERE HE WAS GOING. THE CAPT THEN INFORMED THE TWR OF HIS DECISION IN WHICH THE TWR REPLIED THAT HIS DECISION WAS FINE; BUT LETTING THE TWR IN ON THE DECISION WOULD BE NICE. THE TWR SAID NO MORE ABOUT THE INCIDENT; AND CLRED US FOR TKOF. AFTER WE LEVELED OFF; I TRIED TO TALK TO THE CAPT ABOUT WHAT HAD HAPPENED ON THE RWY. I STATED THAT WHILE HIS DECISIONS COUNT CONCERNING THE OP OF THE FLT; I AM A CREW MEMBER AND SHOULD BE INFORMED OF HIS INTENTIONS. I ALSO STATED THAT THE TWR WAS CORRECT IN WANTING TO BE NOTIFIED ON ANY ADDITIONAL ACTIVITY NOT STATED IN THE ORIGINAL CLRNC. THE CAPT STATED THAT I AM JUST A FO; AND ONLY ALONG FOR THE RIDE; AND THAT THE TWR COULD NOT TELL HIM WHAT TO DO. THIS IS NOT THE FIRST TIME I HAVE HAD CREW COORD PROBLEMS WITH THIS CAPT; NOR AM I THE ONLY FO WHO HAS HAD SUCH PROBLEMS WITH THIS CAPT. IN DISCUSSION WITH THE UNION'S SAFETY COMMITTEE MEMBERS; COMPANY TRAINING CAPTS; AND OTHER COMPANY MGMNT; THE FEELING IS; WE'RE FO'S; AND HE THE CAPT; DISCUSSION CLOSED. I FEEL THAT A BETTER CRM PROGRAM COULD HAVE PREVENTED THIS AND OTHER INCIDENTS WITH THIS CAPT. MAYBE IT IS TIME TO START ENCOURAGING MORE CRM AT THE REGIONAL COMMUTER LEVEL.
