Synopsis

FREQ OUTAGE FOR MONITOR POSITIONS AT ARTCC CAUSE RPTR TO FILE A UCR. NO ACFT INCIDENT EVIDENT.

Narrative

THE CVG LO SECTOR WAS OPERATING DURING THE XX:30 PM OUTBOUND PUSH. THE RADAR CTLR REQUESTED A TRACKER AS THE SECTOR WAS VERY BUSY. AFTER THE TRACKER PLUGGED IN THE RECEIVERS FAILED ONLY FOR THE TRACKER AND MANUAL CTLR'S POSITIONS. THEY WERE STILL WORKING FOR THE RADAR CTLR. THE RADAR CTLR WAS A TRAINEE WITH A SUPVR WATCHING HIM. WHEN I ADVISED THE SUPVR THAT WE COULD NOT HEAR; HE SAID THE FREQ WAS FINE. I THEN TOLD THE SUPVR IN CHARGE OF THE PROBLEM. AT ABOUT THIS TIME ACR X; A CVG DEPARTING DECLARED AN EMER WITH AN ENG FAILURE. WE WERE UNABLE TO HEAR AND THEREFORE UNABLE TO HELP THE RADAR POS AS WE SHOULD. I FILED A UCR ON THIS INCIDENT. UPON MY SUPVR LEARNING OF THE UCR I WAS TAKEN OFF OF POS AND COUNSELED ON THE FACT THAT THIS UCR WAS FRIVOLOUS AND RIDICULOUS; AND STUPID. I FEEL I WAS BEING INTIMIDATED AND WAS TOLD THIS UCR WAS FOR POLITICAL PURPOSES. I AM THE AREAS UNION REPRESENTATIVE. I FEEL THIS WAS HARASSMENT TO KEEP ME FROM FILING THE UCR. ALTHOUGH I DON'T KNOW WHY. THE TECHNICIAN SAID THERE WAS NO PROBLEM WITH THE SECTOR BEFORE I FILED THE UCR.
