ACR CROSSES RWY SUPPOSED TO HOLD SHORT. EXPEDITES AS LNDG TFC SIGHTED.

Narrative

WE HAD BEEN INSTRUCTED TO TAXI TO RWY 26L FOR DEP AS WE DEPARTED RAMP AREA WE WERE INSTRUCTED TO HOLD FOR AN INBOUND ACFT GOING TO THE GENERAL AVIATION RAMP AFTER ACFT TAXIED BY; STARTED TO TAXI TO 26L; A CARGO ACR WAS HOLDING AT TAXIWAY D SHORT OF 26R FOR LNDG TFC. GND CTL THEN CLRED CARGO ACR TO CROSS 26R AND INSTRUCTED US TO HOLD SHORT OF 26R. AS CARGO ACR STARTED TO CLR 26R I THEN PUSHED UP THE PWR TO START ACROSS RWY 26R. I HAD BEEN THINKING 26L HOLD SHORT; BUT WE WERE TO HOLD SHORT OF 26R. COPLT HAD ACKNOWLEDGED HOLD SHORT 26R CLRNC PROBLEM WAS MY FIXATION TO HOLD SHORT OF 26L INSTEAD OF 26R. THE COPLT WAS NOT ASSERTIVE IN TELLING ME TO HOLD SHORT OF 26R. THIS WAS THE FIRST TIME WE HAD FLOWN TOGETHER. WE WERE BUSY FINISHING TAXI CHK AND NOT DEVOTING FULL ATTN TO RADIO COMS. ON THE APCH END OF 26R THERE IS A FORD PLANT WITH TALL LIGHTS ON POLES; JUST PRIOR TO XING RWY I CHKED APCH END AND SAW NO TFC BUT AS I LOOKED AGAIN THE ACFT LIGHTS HAD MOVED TO A VERY SHORT FINAL AND I NOW SAW THE LIGHTS OF THE ACFT MOVE AWAY FROM THE PLANT LIGHTS. GND CTL INSTRUCTED TO HOLD BUT AT THIS POINT I WAS ABOUT 3/4 OF THE WAY ACROSS THE RWY SO I PUSHED UP THE PWR TO HURRY ACROSS THAT WAS THE BETTER COURSE OF ACTION AT THE TIME. DURING THE DAY I HAD BEEN AWAKENED BY HOUSEKEEPING AND FOUND IT HARD TO FALL ASLEEP AND I DID FEEL TIRED. ONE OTHER POINT THAT NEEDS TO BE MADE IS PERFORMANCE OF MYSELF AND THE CREW WAS DEGRADED DUE TO CONCERN OVER FAA ENFORCEMENT ACTION THAT WE FEEL WILL BE FORTHCOMING. ONLY AFTER TALKING TO THE CREW AND GETTING THEM TO RELAX DID OPS IN THE COCKPIT RETURN TO NORMAL. REPUTATION OF THE FAA WITHIN THE PLT POPULATION IS THAT THEY TEND TO BE HVY HANDED AND PEOPLE TEND TO BE MORE WORRIED ABOUT THE FAA THAN THE INCIDENT THAT JUST OCCURRED.
