GND INCIDENT; ACFT DAMAGED IN NIGHT RAMP OP.
I WAS SENT TO RUNUP ACFT FOR A LEAK CHK AFTER MAINT ON THE R-HAND ENG. THE ACFT WAS BTWN THE HANGAR AND 2 OTHER ACFT. I WALKED AROUND THE ACFT AND MADE SURE THE ENG WAS CLR AND ACFT WAS CHOCKED. I THEN ENTERED ACFT AND GOT PREPARED FOR RUNUP. I SET THE PARKING BRAKE AND CLRED THE R-HAND ENG WITH THE PERSON ON THE GND OPERATING THE PWR UNIT. HE CLRED ME SO I PROCEEDED TO START THE R-HAND ENG. AFTER IT WAS STARTED I PUT THE GENERATOR ON THE LINE AND SIGNALED THE GND MAN TO REMOVE PWR. HE DISCONNECTED PWR AND DROVE THE PWR CART OUT OF THE WAY. THEN I TOOK THE ENG OUT OF FEATHER. THE ENG WAS EXTREMELY SLOW COMING OUT. I WAS WATCHING THE ENG INSTS CLOSELY. WHEN THE ENG CAME OUT OF FEATHER; I CONTINUED TO MONITOR THE INSTS. WHEN I LOOKED UP; THE ACFT WAS MOVING FORWARD. I STEPPED ON THE BRAKES AND NOTHING HAPPENED. BY THIS TIME; THE ACFT HAD VEERED TO THE L SO I TRIED TO STEER IT TO THE R; BUT THERE WAS NO RESPONSE. I TRIED USING THE HAND BRAKE SEVERAL TIMES AND FEATHERED THE ENG. BY THIS TIME; THE ACFT HAD CONTACTED OTHER ACFT AND TURNED IT INTO THIRD ACFT. I SHUT THE ACFT DOWN AND L THE ACFT. AFTER THE INCIDENT; I WAS TOLD THAT A HYD SHUTOFF VALVE SWITCH WAS IN THE OFF POS AND THAT WAS THE REASON THE BRAKES AND STEERING DIDN'T WORK. AN ACFT CLEANER WAS OPERATING THE PWR CART AND HAD REMOVED THE CHOCKS. I WAS UNAWARE OF THIS HYD SWITCH. I WAS UNAWARE OF A MAINT CHKLIST FOR GND RUNUP. I KNOW EVERY ACFT HAS ITS OWN CREW CHKLIST AND I SHOULD HAVE USED IT.
