Synopsis

VISUAL SEPARATION USED BTWN SMA AND FGT. SEE AND AVOID CONCEPT IN ARSA.

Narrative

I HAD AN SMA ON A 9 MI PAR FINAL. I HAD AN FGT INBOUND FOR INITIAL TO REMAIN WITH THE TWR. BOTH ACFT WERE IFR. I COORDINATED WITH THE TWR TO HAVE THE FGT ENTER INITIAL AT 4000 FT. THIS WOULD KEEP THE JET 1000 FT ABOVE THE SMA. THE TWR (VFR ONLY) APPROVED THIS BUT I DID NOT SPECIFICALLY ASK THEM TO GIVE ME VISUAL SEPARATION WITH THE FGT AND THE SMA. THE FGT WAS SENT TO THE TWR HAVING BEEN INFORMED OF THE TFC AND INSTRUCTED TO MAINTAIN 4000 FT UNTIL INITIAL. THE NEXT TIME I OBSERVED THE TFC; THE FGT WAS 3 MI IN FRONT OF THE SMA AT 3500 FT. THE SMA WAS AT 2500 FT. THIS WAS GOOD SEPARATION BUT I DON'T KNOW IF IT WAS LOST PRIOR TO THIS. THE TWR HAS BRITE WITH ARTS IIIA; AND THEY DID NOT MENTION THE SITUATION. I'M FILING THIS RPT IN CASE IT IS LATER DETERMINED THAT I DID NOT HAVE REQUIRED SEPARATION. I WILL SAY AGAIN THAT; AT THE TIME I OBSERVED THE SITUATION; I DID HAVE SEPARATION. THE BEST WAY TO HAVE ALLEVIATED THE SITUATION WOULD HAVE BEEN TO HAVE TWR SPECIFY THAT THEY WOULD MAINTAIN VISUAL AND TO HAVE TOLD THE FGT TO MAINTAIN 4000 FT UNTIL ADVISED BY THE TWR. I ALSO COULD HAVE VECTORED THE FGT TO FOLLOW THE SMA. THIS WOULD HAVE BEEN A LENGTHY DELAY FOR THE FGT BECAUSE OF HIS HIGH AIRSPD AND THE LOW SPD OF THE SMA.
