GA pilot reported they were cleared to cross the runway but stopped after crossing the hold short line resulting in an aircraft on final approach going around.
I was repositioning my airplane from the one ramp to another for a flight. I received my taxi instructions to hold short of the active runway. I read back my clearance and complied. I was instructed to monitor the Tower frequency so I did. Tower instructed me to cross Runway XX; right at [Taxiway] 1; and exit on [Taxiway] 2. I read back my clearance and rolled past the hold short line. I looked both ways before crossing the runway and saw an Archer on short final. I stopped before the runway markings; but past the hold short line to query ATC. ATC sent the other plane to go around and told me to expedite my crossing. They said they had notified me of the airplane on final. I read back the instruction and cleared the runway. I did not receive a phone number for a possible pilot deviation. I believe I should have queried ATC before accepting my clearance and crossing the hold short line. My perception of aircraft spacing lead me to stopping; however; I should have complied with the clearance and expedited my runway crossing. Alternately; I should have remained behind the hold short line and responded 'unable' to the instructions.
