Synopsis

A321 Captain reported a conflict during taxi with a vehicle that was traveling at a high rate of speed.

Narrative

Pushback from gate XX was normal; except the crew dropped us off slightly closer to the north/south 'road' painted on the ramp than usual. After engine start there was a high volume of vehicular traffic along the road that slightly delayed our ability to taxi. Intending to make a left turn out; I instructed the FO to watch the right wing very carefully as I was not sure whether it would intrude across the road as we began our taxi. I waited for a break in the traffic; turned on the taxi light; and began a deliberate left turn so that the vehicle I observed rounding the bend around gate XY would notice us and give way. He did not give way or slow down; despite my flashing the taxi light on and off to get his attention. As he approached our nose; he continued his high rate of speed and deviated to the left as he passed us. I stopped the aircraft and called ramp for an incident review. I set the brakes and instructed ops to send out wing-walkers. When the wing-walkers arrived to stop traffic and ensure safe wingtip clearance; we taxied out uneventfully.Cause: COMPANY FLIGHTLINE DRIVING CULTURE AND SAFETY PRACTICES ARE BADLY DEFICIENT. This is especially true at ZZZ and ZZZ1. Unless this is addressed immediately; this deficiency will likely cause damage; injury; or death. Suggestion: Management must make a concerted and continuing effort to assess the deficiencies in flight line driving; both procedural and from the perspective of safety culture.
