Synopsis

Light aircraft pilot reported taxiing into position on the runway at FCI airport without checking for arriving aircraft. An aircraft on short final executed a go-around to avoid a collision.

Narrative

I was at the end of the runway; had completed my preflight run-up; had just gotten my IFR clearance and was 'released' with a five-minute void time. Having been on the RCO frequency to get my clearance; I did not hear announcements from another plane inbound on a simulated IFR approach. Without looking for aircraft on final; I pulled onto the runway and switched to the local CTAF frequency to announce my departure...whereupon the pilot of another plane advised that I had just pulled out in front of him when he was on short final. The other plane executed a go-around. I apologized profusely and repeatedly on the frequency.I had been under a great deal of stress at my business; and the purpose of this flight was just to put additional time on the oil in the engine due to an unusual oil analysis report (which did not help with the stress). I was in a hurry and I did poor flight planning. I failed to enter the transponder code assigned with my clearance until reminded by ATC after takeoff; and did not raise the landing gear until I was well into the climb. All in all; in terms of pilot errors; this was probably the worse flight I have ever made. I had not flown this plane in nearly a month. I plan to fly with an instructor for some 'remedial training.'
