RWY INCURSION AS ACR LGT CROSSES OVER HOLD LINE BY SIDE OF RWY PRIOR TO STOPPING AT FO'S INSISTENCE.
OUR LGT LANDED ON RWY 4 AT LGA AT APPROX AM25 (L) ON 7/WED/92. WE CLRED BY TURNING R ON UNIFORM TAXIWAY AND R AGAIN ON R TO HOLD SHORT OF RWY 13 WHICH WAS BEING USED FOR DEPS. I WAS IN THE PROCESS OF DOING MY AFTER LNDG CHKS; LOOKING AT MY PANEL WHEN I HEARD THE FO SAY WE WERE CLRED TO HOLD SHORT; NOT CROSS RWY 13. THE CAPT THOUGHT WE WERE CLRED ACROSS AND HAD TO APPLY HVY BRAKING TO AVOID GOING ONTO RWY 13. AT THAT MOMENT AN LGT WAS ACCELERATING DOWN RWY 13 AND HAD WE CONTINUED ONTO RWY 13 THERE WOULD HAVE BEEN NO POSSIBILITY OF AVOIDING BEING BROADSIDED BY THE LGT. THE TWR WAS FRANTICALLY TELLING US TO HOLD SHORT AS WE WERE IN THE PROCESS OF BRAKING. THE CAPT SHOULD HAVE REPEATED THE CLRNC HE UNDERSTOOD SO THAT THE MISUNDERSTANDING COULD HAVE BEEN CLRED UP PRIOR TO REACHING THE HOLD SHORT LINE. THIS IS PART OF THE TRAINING GIVEN TO CAPT'S AND FO'S IN OUR AIRLINE BUT THIS CAPT WAS A 'SILENT TYPE.' HE NEVER CONVEYED HIS INTENTIONS TO US NOR DID HE RESPOND TO ALL CHKLIST RESPONSES AS HE IS REQUIRED. HE DISPLAYED THESE TENDENCIES ON ALL FLTS THAT I HAVE FLOWN WITH HIM. IF THERE HAD BEEN HOLD SHORT LIGHTS IN PLACE THIS WOULD NOT HAVE OCCURRED. SUPPLEMENTAL INFO FROM ACN 216314. THE PRIMARY CAUSE OF THIS INCIDENT WAS MY FAILURE TO PROPERLY VERIFY INSTRUCTIONS. SUPPLEMENTAL INFO FROM ACN 216206. CAPT SHOULD HAVE REITERATED CLRNC TO FLT DECK AND I SHOULD HAVE CHALLENGED HIM EARLIER AS THAT HE FULLY UNDERSTOOD CLRNC.
