Narrative

PROCEEDING FROM S TO N TO ACCIDENT SCENE 6 STATUTE MI N OF ARPT; IN RADIO CONTACT WITH FSS. REGIONAL CARRIER INBOUND FROM N. FSS RECOMMENDS RWY 10 ADVISES OF EMS HELI PARKING CLOSE ON W SIDE OF ARPT. REGIONAL OPTS FOR RWY 4 BUT HELI IS DISTRACTED BY COMPANY RADIO AND DOES NOT HEAR. PLT OF HELI LOOKING TO R FRONT FOR REGIONAL WHICH IS ACTUALLY BEHIND CTR WINDOW PILLAR AT 10-11 O'CLOCK. LEANING FORWARD; HELI SEES REGIONAL TURNING AND MAKES CLBING 360 DEG CLRING TURN FOR SPACING. REGIONAL PLT NEVER SEES HELI; AND ATC RPTS HE ALSO WAS ON COMPANY RADIO AND MISSED ADVISORY OF HELI POS. COMPANY RADIOS AND ARPT ADVISORY AREAS DON'T MIX. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE CALLED REGIONAL PLT ON RADIO AFTER LNDG AND REGIONAL PLT HAD NOT SEEN HELI. REGIONAL PLT STATED THAT HE WAS ON COMPANY RADIO AND COPLT; WHO HEARD HELI ADVISORY; DID NOT TELL CAPT. FAA INVESTIGATED BECAUSE REGIONAL CAPT; ON THE ENCOURAGEMENT OF ARPT MGR; FILED A NMAC. HELI PLT WAS AT NO FAULT WHEN TAPES REVIEWED. RPTR STATES THE WORKLOAD WAS AT HIGH LEVELS DUE TO RADIO COM SIMULTANEOUSLY WITH DISPATCH; GND PERSONNEL ON SCENE AND WITH RADIO FOR TA'S.
