SMA WITH SPI ON FINAL HAS ACFT TAXI ONTO RWY AND STOP. APPLIES PWR FOR GAR; NO RESPONSE. SIDE SLIPS TO LNDG.
AFTER ANNOUNCING DOWNWIND; BASE AND 2 FINAL POS ON THE LCL UNICOM FREQ; AND WHILE I WAS ON SHORT FINAL; AN SMA Y TAXIED INTO POS AND STOPPED ON THE RWY AND HELD FOR ABOUT A MIN. AT THIS POINT I DIDN'T KNOW WHETHER HE WAS GOING TO HOLD WHILE I LANDED OR ATTEMPT TO TKOF IN FRONT OF ME. WHEN ABOUT 100 FT AGL I MOVED TO THE R OF THE RWY AND ABEAM THE SMA Y; I APPLIED FULL PWR TO START THE GAR. FOR SOME UNKNOWN REASON; THE ENG DID NOT ACCELERATE TO FULL PWR. BY THIS TIME I WAS IN FRONT OF AND TO THE R OF THE SMA Y; AND SAW THAT HE WAS SLOWING DOWN; SO I SIDESLIPPED AND LANDED ON RWY 33. THE SMA Y DISCONTINUED HIS TKOF AND EXITED THE RWY AT THE FIRST TAXIWAY. THIS INCIDENT BEGAN WHEN THE SMA Y TAXIED INTO POS ON THE RWY WHEN AN ACFT WAS ON FINAL APCH; AND COULD HAVE BEEN AVOIDED BY WAITING FOR THE LNDG ACFT BEFORE TAKING THE ACTIVE. THE SECOND PART OF THE INCIDENT WOULD NOT HAVE OCCURRED IF THE SMA Y ENG HAD ACCELERATED NORMALLY. ALL PARTIES CONCERNED (MYSELF; MY INSTRUCTOR; AND THE 2 PLTS IN THE SMA Y) DISCUSSED THE INCIDENT AFTER THE SMA Y COMPLETED ITS TRAINING FLT.
