Synopsis

ACR WDB ACFT JET BLAST INJURED GND CONSTRUCTION WORKER DURING TAXI AFTER LNDG.

Narrative

LOCATION: GLASGOW INTL; SCOTLAND; LINK 7 PAD. ACR WDB ACFT. CONDITION: MARGINAL VFR. WIND 270/18. LIGHT RAIN. ON LNDG ROLLOUT; TWR DIRECTED FLT TO 'EXIT L.' DUE TO WET RWY AND RESIDUAL ROLLOUT SPD; WE ANNOUNCED WE WOULD ROLL TO THE END; AND EXIT THE RWY ON LINK 7. TWR ANNOUNCED THAT THE PARALLEL TAXIWAY N OF LINK 7 WAS CLOSED FOR CONSTRUCTION; AND IN ORDER TO TAXI TO OUR GATE; WE WOULD HAVE TO TURN AROUND ON THE LINK 7 PAD AND HOLD SHORT OF RWY 23 TO BACK TAXI ON THE RWY. WE ACKNOWLEDGED THE INSTRUCTIONS AND EXIT ON LINK 7. AS WE EXIT WE NOTICE MEN; EQUIP AND BARRICADES WORKING ON WHAT IS DESIGNATED AS THE T-11 PORTION OF THE PARALLEL TAXIWAY. WITH A TAXI SPD OF APPROX 5 KTS; CAPT TURNS OFF ON LINK 7 AND FAVORS THE N PORTION OF L-7; SETTING UP FOR A R 180 DEG TURN. DUE TO STRONG SURFACE WINDS (270/18) PWR WAS KEPT AT IDLE; WHILE MAINTAINING APPROX 5 KTS GS CAPT COMMENCED A R 180 WITH IDLE PWR. (NOTE: THE CLOSEST OUR ACFT CAME TO THE CONSTRUCTION ZONE WAS APPROX 150 FT.) WITH ABOUT 30 FT OF TURN TO COMPLETE THE R 180. CAPT ADVANCED THE L THROTTLE SLIGHTLY ABOVE IDLE (APPROX 1 KNOB WIDTH) TO PROVIDE SUFFICIENT ENERGY TO COMPLETE THE TURN. AS HE STRAIGHTENED OUT THE STEERING; THE R ENG WAS ADVANCED TO MATCH THE L ENG IN ORDER TO TAXI INTO THE WIND AND HOLD SHORT OF RWY 23. AT NO TIME DURING THE 180 DEG TURN; DID I EVER FEEL THAT OUR MANEUVER ENDANGERED THE GND PERSONNEL IN THE CONSTRUCTION AREA. AFTER PARKING THE ACFT AND GOING TO OUR LAYOVER HOTEL; CAPT WAS CALLED BY OUR STATION PERSONNEL AND INFORMED THAT A WORKER IN THE ABOVE-MENTIONED CONSTRUCTION ZONE WAS BLOWN OFF OF HIS EQUIP BY OUR ACFT; NECESSITATING THAT HE BE TAKEN TO A LCL HOSPITAL TO BE TREATED AND RELEASED FOR AN INJURED ARM AND POSSIBLE INJURED RIBS.
