General aviation instructor pilot reported a near miss after takeoff with an aircraft landing opposite direction on the same runway; during a training flight at a non-towered airport. The instructor performed a side step maneuver to avoid the aircraft approaching head-on.
Aircraft X was doing landing practice with student pilot at PCM touch and go's runway 28. ASOS reported XA:14z 230@5 10sm broken 050 28/15 A30.15in. on set up for second landing a radio call was heard of a plane set up to land runway 10 at PCM. Aircraft X called back stating their location was left base runway 28 and that 28 was active due to wind direction. An agreement was made between the two planes that the Aircraft X would hold altitude and do a right 360 to allow the 10 final traffic to land as a courtesy as ATC set them up on an approach for 10. After the plane had landed 10 and cleared the runway Aircraft X made a call they were on final for 28 touch and go. After the touch and go was initiated Aircraft X climbing out noticed another aircraft straight ahead also landing on runway 10 (Aircraft Y) without hearing any calls from the aircraft prior. Aircraft X quickly sidestepped to the left to avoid a head on collision as no calls were heard and it seemed Aircraft Y was committed to landing. After collision was avoided another radio transmission went out stating that runway 28 was the active runway due to winds. Aircraft Y replied they made radio calls that they must have not been heard.
