DANGEROUS NIGHT OP AT NON TWR ARPT WITH CONSTRUCTION ACTIVITY EQUIP. ACFT FLCS UNABLE TO ESTABLISH RADIO CONTACT ON CTAF FOR CONSTRUCTION ACFT ADVISORIES FROM 'STATE ONE.'
9/WED/92; AT EARLY AM35 LCL TIME; WE STARTED OUR APCH TO LAND INTO KAHULUI ARPT. (NOTAMS FOR KAHULUI ARPT STATED THAT MEN AND EQUIP WORKING ON THE TAXIWAYS ADJACENT TO RWYS). AS WE CONTINUED THE APCH I TRIED TO CONTACT 'STATE ONE' ON THE COMMON TA FREQ 118.70. TRYING TWICE WITH NO RESPONSE. WE BROADCASTED INTO THE BLIND FROM BASE LEG; FINAL; TAXI OFF AND TAXI TO TERMINAL WITH NO OTHER RESPONSES. CAPT X THEN DECIDED TO DEPART VFR. USING THE #1 COM RADIO CAPT X THEN BROADCASTED 'ACR X TAXI OUT FOR RWY 5 KAHULUI.' WE BOTH WERE MONITORING THE COMMON TA FREQ ON 118.70. AS WE MADE THE GRADUAL NBOUND TURN ON THE TAXIWAY WE NOTICED ADDITIONAL LIGHTS ON THE RWY; CAPT X THEN ANNOUNCED 'IS THAT YOU ACR Y?' AND THEIR REPLY WAS THAT 'THEY WERE TAKING OFF.' CAPT X THEN IMMEDIATELY CONTINUED HIS R TURN AROUND ON THE TAXIWAY AND CONTINUED TO TAXI BACK TO THE COMMUTER TERMINAL AREA. ACR Y JET APPARENTLY REJECTED HIS TKOF ROLL AND TAXIED TO THE CARGO AREA. PROBLEMS OFTEN ARISE FROM THE LACK OF COM ON THE COMMON TA FREQ. DURING LATE NIGHT OPS INTO KAHULUI ARPT 'STATE ONE' IS CALLED FOR INFO CONCERNING RWY CLOSURES AND LOCATION OF MEN AND EQUIP WORKING ON THE ARPT. OFTEN 'STATE ONE' WOULD REACT AS AIR TFC CTLR; ANNOUNCEMENTS FROM 'STATE ONE' SUCH AS 'CLRED TO LAND' AND 'CLRED FOR TKOF' WOULD LET PLTS TO REACT TO THIS AS A CLRNC AND WOULD MAKE NO OTHER CALL TO ANNOUNCE THERE INTENTIONS. IN THIS SITUATION; NO OTHER CALLS WERE HEARD AS WE TAXIED OUT OF THE TERMINAL AREA ONTO THE TAXIWAY. SUPPLEMENTAL INFO FROM ACN 221747. STARTED ENGS AT KAHULUI ARPT AND CALLED ON ADVISORY FREQ 118.7 THAT WE WERE TAXIING FOR TKOF -- THEN CALLED AGAIN TAXIING INTO POS FOR TKOF. AT THIS TIME NOTICED LIGHTS AT OTHER END OF RWY. I BELIEVED THIS TO BE A VEHICLE SINCE CONSTRUCTION WAS IN PROGRESS ON THE ARPT AT THIS TIME. HOWEVER; JUST TO BE SURE WE CALLED AGAIN SINCE WE KNEW ACR Y WAS OPERATING IN THE AREA AT THE TIME. AT THIS CALL ACR Y ADVISED US THAT THEY WERE IN THE TKOF ROLL (DOWNWIND). WE IMMEDIATELY TAXIED CLR OF THEIR DEP RWY. STATE ONE IS IN THE POS OF ADVISING ACFT OPERATING IN THE AREA. THEY ARE VERY UNRELIABLE AND THIS MAKES RADIO USE MANDATORY. WE HAD NO KNOWLEDGE OF ANY ACFT TAKING OFF UNTIL WE WERE ALMOST ON THE RWY AND THEY WERE IN THE PROGRESS OF TAKING OFF DOWNWIND.
