Synopsis

Fractional jet Captain reported a conflict with another aircraft while on final approach at a non-towered airport; when the other aircraft started a takeoff roll on the opposite direction runway; without communication. The Captain performed a go-around; then returned for a visual approach.

Narrative

While we were on short final to RWY33 at HIB (approximately .5 miles / 400 ft from landing) an aircraft not announcing or talking on the CTAF radio entered the active RWY and commenced their takeoff roll on RWY13. Fortunately; I had heard the line service man from the FBO on CTAF try to tell the other airplane that was currently holding short of RWY13 that we were going to need to exit the RWY where they were sitting and that they would need to move. I saw the airplane begin to move but then noticed they had taxied onto the active and were going to depart right towards our plane as he had started his takeoff roll. At that point we executed a go around and remained in the pattern and return for another visual approach. At no time did the other plane announce anything. RWY33 was the active RWY in use at the time with approximately three planes before us taking off or landing. We returned for landing on RWY33 without further incident. I thanked the lineman for the heads up and he said that it was the second time that morning that something like that had happened here.
