Synopsis

ACR WDB ACFT'S REVERSED THRUST AND ANTI-SKID FAILED TO WORK DURING LNDG ROLLOUT CAUSING ALL MAIN GEAR TIRES TO BLOW OUT.

Narrative

THE FO WAS FLYING A NORMAL ILS APCH AND MADE A GOOD LNDG ABOUT 1000 FT DOWN RWY 4R AT JFK. AFTER TOUCHDOWN; THE FO PLACED THE THROTTLES IN REVERSE; BUT NEITHER ENG REVERSED (UNLOCK LIGHT ONLY ON #2 ENG) AND THE CAPT CALLED OUT ENGS 1 AND 2 NOT IN REVERSE. THE FO APPLIED FULL BRAKES BUT FELT NO RESPONSE FROM THE BRAKE PEDALS AND SAID THE ACFT WAS NOT STOPPING. THE ACFT WAS DRIFTING R; AND THE CAPT TOOK THE THROTTLES OUT OF REVERSE TO IDLE; AND STEERED THE ACFT BACK TOWARDS CTRLINE; WHILE HE ATTEMPTED TO APPLY THE BRAKES. HE DISCONNECTED (MANUALLY ) THE AUTOBRAKE SWITCH (LO POS) ABOUT 4000 FT DOWN THE 8400 FT RWY. THE ACFT BEGAN TO VIBRATE AND DECELERATE QUICKLY. THE ACFT STOPPED ALMOST ON CTRLINE WITH ABOUT 1700 FT OF RWY REMAINING. THE TWR SENT THE EMER VEHICLES WHEN THEY SAW A CLOUD OF SMOKE. THE FIRE TRUCKS ARRIVED QUICKLY; AND WHEN WE FOUND OUT THERE WAS NO FIRE FROM THE TWR; WE ALSO LEARNED THAT ALL 8 MAIN TIRES WERE BLOWN. THE CAPT PROMPTLY EXPLAINED THE SITUATION TO THE PAX VIA THE PA AND CALMED THEIR CONCERNS. THE APU WAS STARTED AND THE ENGS SHUT DOWN. THERE WAS NO EVAC. THE ARPT PEOPLE MOVER ARRIVED IN ABOUT 15 MINS; AND THE CREW DEPLANED THE ACFT WITH THE PAX. WE DO NOT KNOW WHAT CAUSED THIS PROBLEM. THE ENG REVERSE; BRAKES; AND ANTISKID SYS MALFUNCTIONED. THE BLOWN TIRES STOPPED THE ACFT. WE SUSPECT A PROBLEM WITH THE AIR/GND LOGIC SYS. I BELIEVE ALL CREW ACTIONS WERE CORRECT AND APPROPRIATE; AND COMPLETED IN A TIMELY AND PROFESSIONAL MANNER; RESULTING IN MINIMAL DAMAGE TO THE ACFT AND NO PERSONAL INJURIES TO PAX OR CREW.
