PVT PLT OPERATED SMA ACFT WITHOUT APPROPRIATE ACFT DOCUMENTS.

Narrative

I KNOW THE PLANE WAS AIRWORTHY. THE PAPERS HAD BEEN MISPLACED BY OWNER. I TRIED TO OBTAIN REPLACEMENTS AND WAS HAVING PROBLEMS DOING THIS. AS OF 10/92; I AM STILL HAVING PROBLEMS. FLEW THE ACFT WITHOUT PAPERS IN IT. I ARRIVED AT CLINTON COUNTY ARPT. ONCE THERE I PICKED UP MY AIRPLANE; SMA X; TOOK ON FUEL; THEN FLEW TO BARNETT FIELD; APPROX 10 MIN TRIP. AFTER ARRIVING AT BARNETT FIELD; I DECIDED TO CHK OVER SMA Y WHICH WAS TIED DOWN THERE. SMA Y IS A PLANE I HAVE BEEN IN THE PROCESS OF BUYING FROM MR A. AS EXPLAINED ON 9/92 TO MISS Z; A SAFETY INSPECTOR; I HAVE BEEN HAVING PROBLEMS COMPLETING THE PURCHASE BECAUSE OF TROUBLE OBTAINING PAPERWORK. AS I WAS CHKING FUEL ON SMA Y I FOUND SOME WATER IN THE FUEL. I THEN DRAINED OUT ENOUGH FUEL TO REMOVE THE WATER. AS BOTH FUEL TANKS WERE LOW; I THOUGHT CONDENSATION MIGHT HAVE CAUSED THE PROBLEM. I THOUGHT THAT IF I FILLED BOTH TANKS UP IT MIGHT CORRECT THIS. AN IA WHO HAD DONE THE ANNUAL ON SMA Y; WAS AT BARNETT FIELD AND I ASKED HIM IF HE WOULD LIKE TO RIDE ALONG. AFTER THE 10 MIN FLT TO CLINTON COUNTY FIELD TO OBTAIN THE FUEL; I PULLED UP TO THE FUEL PUMPS. AS THE ATTENDANT WAS BEGINNING TO FUEL SMA Y; MISS Z APCHED ME AND ASKED IF I WAS PIC OF THE AIRPLANE. I REPLIED YES AND SHE ASKED TO DO A RAMP CHK. MR Z HAD TOLD ME THE PAPERS WERE IN ACFT; BUT I COULD NOT FIND THEM SO I HAD NONE TO SHOW HER. SHE ASKED FOR MY PLTS LICENSE AND I EXPLAINED THE EVENTS OF THE DAY AND TOLD HER ALL OF THESE (LICENSE; MEDICAL; PLUS HANDBOOK FOR THE SMA X) WERE IN MY FLT BAG IN THE SMA X I HAD FLOWN TO BARNETT FIELD EARLIER IN THE DAY. MISS Z THEN LET ME RETURN TO BARNETT FIELD TO PICK UP SMA X AND RETURN IT TO CLINTON FIELD SO I COULD PRODUCE THESE. (ANOTHER PLT AT CLINTON FIELD FLEW ME DOWN IN HIS AIRPLANE.) AFTER RETURNING TO CLINTON FIELD I PRODUCED THESE ITEMS; AND ALSO REQUESTED SHE DO A RAMP CHK ON SMA X. MISS Z DID THE RAMP CHK ON SMA X AND I WAS HAPPY TO PROVIDE HER WITH ALL SHE NEEDED FOR THIS. MISS Z THEN TOLD ME TO PARK SMA Y AT CLINTON FIELD AND NOT TO FLY IT UNTIL THE PAPERWORK WAS STRAIGHTENED OUT. I HAVE CHKED WITH OKLAHOMA CITY ON THE REGISTRATION; THE PROBLEM SUPPOSEDLY HAS BEEN SOLVED; THE OWNERSHIP HAS BEEN MAILED TO MR A WHOM I HOPE WILL GIVE TO ME SO I CAN GET SMA Y INTO MY NAME. I WAS TOLD BY MR B WHO HAD CHKED WITH FSDO OFFICE; THAT IF THE AIRWORTHY CERTIFICATE DID NOT TURN UP; WHEN I GET IT IN MY NAME I COULD OBTAIN A REPLACEMENT FOR IT. I WAS ALSO TOLD BY MR B THAT FSDO OFFICE REQUESTED THE LOGBOOKS OF SMA Y FOR FSDO OFFICE TO EXAMINE. THIS WAS DONE AND THEY WERE RETURNED AND GIVEN THE OK. WHEN I CHKED WITH OKLAHOMA CITY ON THE REGISTRATION THEY ALSO HAD TOLD ME THE AIRWORTHINESS CERTIFICATE WAS STILL IN EFFECT AND HAD NEVER BEEN PULLED. BY TRYING TO STRAIGHTEN OUT ONE PROBLEM; I USED BAD JUDGEMENT AND MANAGED TO CREATE MYSELF MORE.
