ACR MLG PIC ELECTS TO PERFORM UNAUTHORIZED LNDG ON RESTRICTED RWY 75 FT WIDE WHEN SURFACE WIND CONDITIONS WERE THE CAVEAT FOR LNDG IN THAT DIRECTION. PARALLEL RWY CLOSED. UNAUTHORIZED RWY OP LNDG.
SCHEDULED ACR FLT DEN TO TUS WITH MLG EQUIP. ARR ATIS WAS CLR 40; 84/45; 11/20 WITH VOR/DME APCHS AND CIRCLE TO RWY TO BE ANNOUNCED BY THE TWR. RWY 11L/29R WAS CLOSED. TURNING DOWNWIND TO RWY 21; AN MLG Y RPTED GOING AROUND ON SHORT FINAL TO RWY 21 DUE TO LARGE INCREASE IN AIRSPD AND TURB WITH FOLLOW UP REMARK THAT 'APCH TO THIS RWY IS UNSATISFACTORY.' THE CAPT ABANDONED OUR APCH AS WE WERE ABOUT TO TURN BASE AND WE WENT BACK TO APCH. OUR CLRED FUEL HAD APPROX 35 MINS OF HOLDING WITH NO ALTERNATE. ON THE GAR WE HAD LESS THAN 30 MINS HOLDING ON BOARD. THE CAPT FLEW THE ACFT AND DIRECTED ME TO CONTACT DISPATCH FOR GUIDANCE ON THE POSSIBILITY OF LNDG ON RWY 11R SINCE THE WIND WAS NOW 1120G30. THIS RWY WAS 9100 FT LONG AND 75 FT WIDE. DISPATCH CONFIRMED THE RWY WAS LISTED AS RESTR AND COULD OFFER NO OTHER GUIDANCE OTHER THAN THE NORMAL RWY WIDTH IS 150 FT. THE CAPT HAD MANEUVERED THE ACFT ONTO A 6 MI FINAL TO 11R IN ANTICIPATION OF CONCURRENCE FROM DISPATCH AND HAD CHKED THE WT BEARING WITH THE TWR WHICH CONFIRMED 11R HAD THE SAME WT BEARING AS 11L. THE CAPT DECIDED TO CONTINUE OUR APCH AND LAND ON 11R CONSIDERING OUR FUEL STATE AND ALSO OUR STABLE APCH WITH NO WINDSHEAR THROUGH TOUCHDOWN. LNDG AND TAXI WERE NORMAL. CONCLUSION: OF THE OPTIONS WE HAD AVAILABLE; I BACKED THE CAPT 100 PERCENT ON HIS DECISION TO USE RWY 11R. FUEL WAS OUR MOST OBVIOUS CONCERN AND SELECTING 11R WITH WINDS DIRECTLY ON OUR NOSE AT 30 KTS SEEMED BY FAR THE BEST OPTION.
