Synopsis

AN AIR TAXI PLT FLEW A LOW FREQ AIRWAY USING RADAR VECTORS AS HIS PRINCIPLE MODE OF NAV.

Narrative

I WAS FLYING PART 135 ON AN IFR FLT PLAN WHEN; ON DEP; I WAS ASKED TO FLY A COLORED AIRWAY BECAUSE THE DEST VOR HAD JUST GONE DOWN. I DECLINED BECAUSE I DID NOT HAVE 2 ADF RECEIVERS TO BE IN COMPLIANCE WITH OUR OPS SPECS. AFTER HDOF TO CTR; I WAS ASKED TO 'STATE INTENTIONS.' I REQUESTED RADAR VECTORS TO MY DEST. PAST THE HALFWAY POINT; I WAS IN VFR CONDITIONS; CANCELLED AND LANDED VFR. FOLLOWING THE FLT I WAS RAMP CHKED. BECAUSE MY OPERATOR IS NEAR TO BEING SHUT DOWN; I'M WORRIED ABOUT AN INVESTIGATION OF THE 'UNORTHODOX PLANNING.' PRESENTLY I'M CONSULTING WITH CTR ON THE APPROPRIATENESS OF MY ACTIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. THE RPTING PLT STATES THAT THE FAIRBANKS FSDO 'DOESN'T LIKE' HIS COMPANY; WHICH HAS HAD NO ACCIDENT IN 20 YRS. THE FYU VOR WAS NOTAMED OUT; BUT HIS COMPANY'S OP SPECS ALLOW RADAR VECTORS FOR NAV. HIS ACFT DID NOT HAVE 2 NDB RECEIVERS; SO HE WAS NOT ALLOWED BY HIS OP SPECS TO FLY A LOW FREQ AIRWAY. HE WAS ISSUED A WARNING LETTER FOR HAVING VIOLATED FAR 165; FILING WITHOUT PROPER NAV GEAR. THE 'OLD POI' SAID THAT HE DID NOTHING WRONG; THE 'NEW POI' WROTE HIM UP. FAI WX WAS 'CRUMBY' (SNOW); BUT WAS SUITABLE FOR AN ALTERNATE. FYU WX WAS VMC BELOW 12000 FT. THE RPTING PLT FEELS THAT THERE IS HARASSMENT GOING ON TOWARDS HIS COMPANY; AND THAT HE GOT INTO THE MIDDLE OF IT.
