A LNDG SMA MADE A GAR TO AVOID HITTING ANOTHER SMA ON THE RWY AT NIGHT.

Narrative

I AM NOT SUBMITTING THIS FOR IMMUNITY. THE TAPES CLRLY SHOW THAT THIS WAS A CTLR ERROR. I AM SUBMITTING THIS IN HOPES OF IMPROVING THE SYS. IT WAS A FAIRLY BUSY DAY WITH NUMEROUS ARRS AS WELL AS A MODERATE LOAD OF PLANES DOING PATTERN WORK. I PLANNED TO DEPART AT DUSK; OBTAINED ATIS; CALLED GND; AND WAS GIVEN A CLRNC TO TAXI TO ACTIVE RWY (24). AFTER RUNUP; PULLED UP TO HOLD LINE JUST AS AN ACFT WAS LNDG. CALLED LCL READY FOR TKOF; GIVEN 'TAXI INTO POS AND HOLD' CLRNC; WHICH I READ BACK AND EXECUTED. ON RWY; TURNED STROBES (WINGTIP) ON IN ADDITION TO POS AND LNDG LIGHTS. SEVERAL EVENTS THEN DEVELOPED THAT DISTRACTED CTLR. LNDG ACFT (THAT I WAS WAITING TO CLR RWY) MISSED FIRST TURNOFF AND NEEDED TO TAXI TO END OF RWY. LCL CLRED TFC ON DOWNWIND TO LAND ON 'MY' RWY. AN SMA 1 AND SMA 2 BOTH CALLED IN 8-10 NM NE OF ARPT INBOUND. THE CTLR BECAME PREOCCUPIED WITH MAKING SURE THESE 2 PLANES IDENTED EACH OTHER. ONCE LCL SAW LNDG ACFT CLR RWY AT END; TOLD HIM TO CONTACT GND CTL. AT THIS TIME; I SHOULD HAVE BEEN CLRED FOR TKOF; BUT LCL IMMEDIATELY WENT BACK TO ATTEMPTING TO KEEP THE SMA 1 AND SMA 2 SEPARATED (NO RADAR AT THIS ARPT). TFC THAT HAD BEEN PREVIOUSLY CLRED TO LAND SAW ME ON SHORT FINAL; WENT AROUND MISSING ME BY 50 FT. THIS ACFT TOLD LCL THAT SOMEONE; I.E.; ME; WAS ON RWY; WHICH LCL EMPHATICALLY DENIED. I THEN REMINDED LCL THAT; IN FACT; I WAS WAITING AND WAS PROMPTLY CLRED FOR TKOF. AFTER THIS EPISODE; I HAVE GIVEN CONSIDERABLE THOUGHT TO WHAT I COULD HAVE DONE TO PREVENT THIS EPISODE AND SUBSEQUENTLY MINIMIZE RISK OF RWY COLLISION. I COULD HAVE ATTEMPTED TO CONTACT GND (AS LCL CTL WAS CONGESTED WITH TWR'S ATTEMPTS TO IDENT INBOUND TFC) TO LET THEM KNOW I HAD BEEN STRANDED ON THE RWY. COULD HAVE KEPT PLANE 'COCKED' TOWARD APCH END TO SEE WHAT WAS BEHIND ME (DIFFICULT TO DO ON SUCH A NARROW RWY). COULD HAVE REFUSED POS AND HOLD CLRNC IN THE FIRST PLACE.
