FLC OF MLG ACR ACFT TOOK EVASIVE ACTION TO AVOID ANOTHER ACFT ON FINAL TO A PARALLEL RWY DURING A NIGHT VISUAL APCH.

Narrative

NIGHT VISUAL APCH LAX 24R. AFTER XING SMO AT 7000 FT MSL; DSNDED TO 5000 FT MSL HDG 070 DEGS. AFTER AN EXTENDED DOWNWIND THE CTLR CLRED THE FLT FOR A VISUAL APCH TO RWY 24R AND SWITCHED TO TWR FREQ ON BASE LEG. NO TFC WAS RPTED. WIND FROM THE N CAUSED A SLIGHT OVERSHOOT OF CTRLINE. AFTER ROLLING OUT ON FINAL WITH THE LNDG GEAR DOWN AND FLAPS 5 DEGS; A TCASII TA WAS RECEIVED QUICKLY FOLLOWED BY AN RA 'DSND; DSND; DSND.' THE TCASII SCREEN WAS CHKED AND INDICATED A PLUS 300 DSNDING RED SQUARE WITHIN THE 2 NM RING WITH THE VSI RECOMMENDING A DSCNT IN EXCESS OF 2500 FPM; POSSIBLY MORE. LOOKED UP AND SAW A COMMUTER ACFT AT 1 O'CLOCK; DSNDING IN A R TURN (20-30 DEGS); ALSO ON APCH TO THE RWY 24 COMPLEX. MANEUVERED TO PASS BEHIND AND SLIGHTLY ABOVE THE OTHER ACFT. THE MANEUVER CONSISTED OF AN IMMEDIATE R TURN; A SLIGHT CLB AND FLAPS TO 15 DEGS. THE TWR THEN CLRED THE COMMUTER TO LAND ON 24L AND RECLRED OUR FLT TO LAND 24R SUPPLEMENTAL INFO FROM ACN 225538: CTLR TRAINING SEEMS TO BE IN PROGRESS. I RPTED INBOUND FOR 24R AND ASKED TWR ABOUT TFC. HE SEEMED SURPRISED. AFTER A DELAY OF ANY COM WITH THE TWR; WE TURNED R ABOUT 60 DEGS; LEVELED OFF; AND PASSED BEHIND THE COMMUTER.
