Boeing 737 flight crew reported inoperative Speed Brakes.
While on approach to runway XXL I attempted several times to arm the speed brake lever. Every attempt produced the green Speed brakes armed" light and the yellow "Speed Brake Do Not Arm" light. I briefed the FO and he agreed that we would not arm the speed brake handle but that as soon as we touched down on runway XXL I would manually deploy the speed brakes and then the thrust reversers just like in a rejected takeoff situation. As soon as we landed on XXL I pulled the speed brake handle and then the reversers as briefed. The FO and I expected to exit the runway at taxiway 1 but was unable to slow the aircraft down and exit the runway until taxiway 2. I then asked the FO to look outside to see if he could see the spoilers deployed and he told me that none of the spoilers were deployed. We both then noticed the MAINT light illuminated on the overhead panel. I had the FO do the ELB (Electronic Log Book) report and contact maintenance on the way to the gate. I contacted Dispatch/Chief Pilot and debriefed the mechanics at the gate."
During approach the Captain armed the speed brakes and we got a SPEED BRAKE DO NOT ARM light.He agreed to leave the lever down 'disarmed' and then during the landing rollout the Captain would deploy the speed brakes manually.That's exactly what we did; but once he tried to deploy the speed brakes manually on the ground we noticed that any speed brake; nor ground spoiler extended. The Captain then disconnected the auto brake and started braking manually the airplane.
