Synopsis

MLG SLIDES OFF THE TXWY AFTER CLRING THE LNDG RWY.

Narrative

APCH PROFILE WAS AN ILS TO 4R CIRCLE TO 13C. LNDG WAS A FLAPS 40. RWY CONDITION WAS RPTED GOOD. TOUCHDOWN; BRAKING AND REVERSE THRUST WAS NORMAL. TXWYS WERE RPTED POOR TO NIL SO I MADE A MOMENTARY STOP ON 13C; INITIATED A SLOW L TURN ONTO TXWY K. DURING THE INITIAL TURN WITH THE LNDG LIGHTS ON; I COULD SEE THE SURFACE CHANGED FROM DULL TO SHINY AND WET. AS THE NOSE TIRE ENTERED THE TXWY; I TESTED THE BRAKES AND NOSEWHEEL STEERING WAS RESPONDING NORMALLY. AS SOON AS THE MAIN TIRES ENTERED THE TXWY; I AGAIN TESTED THE BRAKING ACTION AND IMMEDIATELY NOTED AND COMMENTED TO THE FO THAT THE BRAKING ACTION WAS NIL. AT THE SAME TIME THE ACFT APPEARED TO BE CAUGHT BY A GUST OF WIND AND BEGAN SLIDING LATERALLY TO THE L. I ATTEMPTED NOSEWHEEL STEERING; DIFFERENTIAL BRAKING AND REVERSE THRUST. THERE WAS NO EFFECT ON DIRECTIONAL CTL. THE ACFT CAME TO A STOP AFTER THE L MAIN GEAR ENTERED THE MUD. BECAUSE OF RAMP CONDITIONS; I STOPPED PRIOR TO ENTERING THE TXWY. UPON LNDG; MDW TWR SIMPLY STATED TO CONTACT GND CTL AFTER CLRING THE RWY. NO PREFERRED TAXI RTE WAS GIVEN. INITIAL RESPONDING VEHICLES ALL HAD PROBS CTLING THEIR CARS AND TRUCKS. CONVERSATIONS WITH VARIOUS COMPANY PERSONNEL STATED THEY HAD BEEN TRYING TO GET THE ARPT TO SAND THE RAMP/TXWYS STARTING AT XX00 CST. CONVERSATION WITH MIDWAY ARPT (RWY SANDING SUPVR) STATED HE WAS NOT SURE WHY SOME PRIMARY TXWYS HAD NOT BEEN TREATED AND ADDITIONALLY VOICED HIS CONCERN OVER THE TYPE OF CHEMICALS AND SAND BEING USED. FROM PRACTICAL EXPERIENCE AND CONVERSATION WITH COMPANY AND MIDWAY ARPT PERSONNEL; IT APPEARS THAT THERE IS NO REAL PLAN TO HANDLE ICE ON TXWYS AND RAMPS. IT APPEARS THE ARPT NEEDS TO ESTABLISH A PRIMARY TAXI-IN/TAXI-OUT RTE FOR EACH RWY AND THEN MDW TWR/ATIS COULD ANNOUNCE THE CANNED RTE. SUPPLEMENTAL INFO FROM ACN 230235: TOO MANY TIMES A PLT WILL NOT CALL A SURFACE NIL ON THE RADIO (THE RADIO IS RECORDED) BECAUSE HE DOESN'T WANT TO BE THE BAD GUY.
