Synopsis

ATX PLT OF SMA TWIN ENG ACFT OPERATED THE ACFT WHEN IT DID NOT HAVE A CURRENT ANNUAL INSPECTION.

Narrative

I WAS CALLED AT HOME EARLY ON SUN MORNING JAN/SUN/93 FOR A CHARTER FLT FROM THE YAKIMA ARPT TO THE SEATTLE TACOMA ARPT FOR A PAX DROP OFF. THIS WAS MY FIRST FLT IN OVER 1/2 A MONTH. AFTER RUSHING TO THE ARPT; I QUICKLY FILED A FLT PLAN; CHKED THE WX AND PREFLTED THE ACFT. DURING THE PREFLT INSPECTION; I NOTICED THAT THE PAX SEATS WERE REMOVED FROM THE ACFT AS OUR LAST FLT WAS A CARGO ONLY FLT. I SET ABOUT INSTALLING THE SEATS. TIME WAS GETTING LATE AND MY PAX WAS PACING ABOUT SO WE DEPARTED AS SOON AS POSSIBLE. UPON MY ARR AT THE SEATTLE TACOMA ARPT; I DROPPED MY PAX OFF WITHOUT INCIDENT; AND FILED A RETURN FLT PLAN TO RETURN TO YAKIMA. SEVERE ICING THAT WAS UNFORECAST CAUSED ME TO RETURN TO SEATTLE (THIS TIME TO THE BOEING FIELD ARPT). AFTER TELEPHONING MY SUPVR TO LET HIM KNOW THAT I HAD RETURNED TO SEATTLE; I SETTLED IN FOR A WAIT AS HE DECIDED TO DRIVE OVER AND PICK ME UP AND THE ACFT WAS TO WAIT FOR BETTER WX. WHILE WAITING; I STUDIED THE DISPATCH MANUAL AND DISCOVERED THAT THE ACFT WAS OUT OF ANNUAL (THE REQUIRED INSPECTION WAS DUE JAN/XX/93). I IMMEDIATELY MADE A NOTATION IN THE DISPATCH BOOK GNDING THE ACFT UNTIL FURTHER NOTICE. THE DIRECTOR OF MAINT HAD PLANNED TO ANNUAL THE ACFT JAN/YY/93 AND I HAD BEEN NOTIFIED OF THIS PREVIOUSLY. I FEEL THAT THIS WAS OVERLOOKED BY ME FOR 2 REASONS. ONE; WAS THAT I WAS RUSHED AND WAS FORCED OUT OF MY USUAL PATTERN OF PREFLT. I NORMALLY USE THE PRE-DEP CHKLIST IN THE 135 MANUAL. THIS MANUAL CHKLIST WILL; AND DOES; PROVIDE FOR THE CHKING OF THE ACFT INSPECTION STATUS. SECOND; PRIOR TO THIS; THE MONTH OF DEC WAS SUCH A POOR FLYING MONTH (LESS THAN 10 HRS FLOWN) THAT I BELIEVE THAT THE INSTRUCTOR LAW OF DISUSE CAUSED ME TO JUST PLAIN FORGET. 2 STEPS HAVE BEEN TAKEN SO THAT THIS DOESN'T HAPPEN AGAIN. FIRST; I AM GOING TO CARRY THE PRE-DEP CHKLIST WITH ME AT ALL TIMES SO IF I AM CALLED AT HOME; I CAN GIVE SOME THOUGHT TO A TRIP AND MAKE A DECISION WITHOUT THE CUSTOMER'S PRESENCE PRESSURING ME. SECOND; THE ACFT WILL BE KEPT IN A READY STATUS; I.E.; ENGS WARMED; FULL OF FUEL AND OIL; CONFIGURED FOR PAX AND EASILY ACCESSIBLE IN THE HANGAR. THIS WILL GIVE ME THE TIME NEEDED TO PERFORM THE PRE-DEP CHKLIST.
