Air carrier flight crew reported failure of the trailing edge flaps to fully extend. Flight crew continued approach to a normal touchdown.
Narrative
While on a visual approach to Runway XX at ZZZ we discovered during the Before Landing checklist that the flaps had not extended to 30 degrees. We had a quick discussion and decided to recycle the handle to 25 and back to 30 and noticed no change. After another brief discussion at about 1200 AGL and the approach otherwise stable and no asymmetry we decided to continue the approach and land since there was ample runway length and fuel was on the low end and that further action might lead to an asymmetry or other detriment. We deemed that landing was the safest course of action. We added 5 knots and proceeded to a normal touchdown.Cause: I feel that maybe an earlier completion of the checklist might have allowed more time to address the situation. We were experiencing a strong tailwind for most of the approach which distracted us both because of the airspeed consideration for the flap extensions. The situation also occurred during the last leg of a duty period and might have been an effect as well. Better situational planning in the future by myself is a task of which I plan on addressing.

On approach to ZZZ; upon completion of the before landing checklist; we noticed the flaps had not extended from 25 to 30. After a brief discussion; we cycled the flap handle to 25 and 30 again; with no change. After another brief discussion; with still approximately 1200 feet to go and a mostly stabilized approach (I believe the engines may not have been spooled up yet) we decided to continue the landing. In the interest of safety; with our fuel being on the lower side and with the possibility of flap asymmetry or other malfunctions; a flaps 25 landing seemed to be the safest course of action. We added 5 knots to vref and proceeded to a normal touchdown.Cause: We possibly had enough fuel to run a quick checklist for a flaps 25 landing; but overall I agree with our course of action to mitigate the risks and not possibly make the situation worse.
