Synopsis

PA28 Designated Pilot Examiner reported a runway excursion during landing. Aircraft was taxied to the ramp.

Narrative

While administering a check ride for an applicant going for a CFII-Instrument Instructor rating (ASEL); we encountered a runway excursion on Runway XX at ZZZ. VFR weather conditions were experienced throughout the entire flight. Winds at ZZZ1 and ZZZ were at 33010g18kts. Upon departing ZZZ1 for VOR XY approach with a procedure turn; circle to land at ZZZ Runway XX; I decided that the applicant teach me how to fly the approach and circle to XX. At that time I had the CFII instrument applicant to transfer the controls over to me. As we leveled off at the circling MDA; the applicant was walking me through the circle to land XX. Upon turning final; as I was into the flare; as the main wheels touched down the plane veered to the right like someone was pushing down on the right brake. I tried to keep it from veering to the right by stepping on the left rudder but it veered about 45 degrees to the right off the runway and into the grass. We were able to taxi over to the main terminal ramp to make sure the applicant and myself were ok and that the plane was not damaged. No damage to the aircraft or injuries to both myself or the applicant. I immediately called my inspector (managing specialist) and the flight school to notify them of the situation. I told my inspector that if I got the plane inspected by a certified A&P - IA that the applicant would like to finish his check. He agreed and a mechanic from the flight school said if a mechanic signs it off with a logbook sticker checking that the aircraft is not damaged and airworthy we could continue and finish the practical test. I did have a A&P sign it off and finished the check. No damage to aircraft and no damage to the airport property.
