Synopsis

General aviation student pilot reported a traffic conflict when instructed by the tower to perform a go-around just before landing; but continued the approach to landing. the flight landed and exited the runway and taxied to parking.

Narrative

During first solo flight; I was performing takeoffs and landings at ZZZ. On the first takeoff to enter the airport traffic pattern; the radio COMS were low and unreadable; so I began to troubleshoot while performing the climb and crosswind turn. Once I got the volume and clarity adjusted properly; Tower advised that I had leveled off slightly above the airport traffic pattern altitude. I corrected accordingly; and continued downwind at the proper altitude.On the downwind leg of my second traffic pattern; Tower advised I was number 3 Cleared for the Option on Runway XXL. While focusing on traffic in the base leg; another Cessna 172 reported to tower on a practice Localizer approach. I verified my runway clearance to Tower; and Tower amended the clearance to extend my downwind to follow the traffic on the practice approach. Unfamiliar with the IFR traffic; I waited to turn base when Tower called and approved my clearance for Runway XXL. As I was on short final; I had the traffic to follow in sight; and slowed down for spacing. When 25-50 feet AGL before the Runway threshold; Tower instructed me to Go-Around. I asked to verify the instruction; and the radios got busy with other traffic calling in. I saw the prior landing traffic exiting the active Runway; and felt unsafe in performing the go-around at that low of altitude. I continued at a slow approach speed and short field landing to ensure a safe distance between myself and the prior landing aircraft; and followed Tower's instructions to exit the runway and taxi back to the non-movement area.To prevent a re-occurrence I will practice more go-around performance with my instructor at various airports and various altitudes; speeds; and aircraft configurations; and study the risk management to ensure I am only taking off and landing on a Runway when no other aircraft are present on the active runway; or adequate spacing is provided between myself and other aircraft for all phases of flight.
