ULTRALIGHT DRIVER MAKES SPIRALING DSCNT ONTO RWY AT NON TWR ARPT. CAUSES NMAC.
INBOUND TO BERMUDA DUNES; CA; WENT TO 122.8 FOR ARPT ADVISORIES. ANNOUNCED POS AND INTENTION TO LAND BERMUDA DUNES. ADVISED RWY 28. WIND LIGHT. NO TFC RPTED. CALLED FINAL APCH AT 1 1/2 MI AND PREPARED ACFT FOR LNDG. A VISUAL LOOK SHOWED NO ACFT ON TXWYS OR RWY. NO ACFT IN PATTERN RPTED. UPON XING THE THRESHOLD AT ABOUT 75 FT ALT; I SUDDENLY SAW A BLUE ACFT COMING ON THE RWY HEAD ON INTO ME. I APPLIED FULL THROTTLE; RETRACTED THE GEAR; AND WENT OVER THE TOP OF THIS OTHER ACFT BY ABOUT 10 OR 15 FT. I ENTERED A L PATTERN AND LANDED. I HAD DECLARED MY CRISIS ON UNICOM AND RPTED AN ACFT ON THE WRONG ACTIVE RWY. AFTER PARKING; I CONFRONTED THE PLT OF A BLUE- COLORED HOMEBUILT ULTRALIGHT AND ASKED HIM WHAT THE HELL HE WAS DOING -- LNDG UNANNOUNCED INTO ONCOMING TFC. HE STATED HE HAD NO RADIO; NO PLT'S LICENSE; BUT HE HAD FLOWN OVER THE TOP OF THE ARPT AND HAD SEEN NO ACFT ON THE RWY; SO HE SPIRALED DOWN AND LANDED. I COULD NOT BELIEVE WHAT I WAS HEARING. I ASKED HIM IF HE REALIZED THAT HE COULD HAVE KILLED HIMSELF AND 5 PEOPLE. I STRONGLY BELIEVE THAT THERE SHOULD BE THE SAME GND SCHOOL REQUIREMENTS AS A PVT PLT HAS TO MEET; PLUS A PROPER CHKOUT IN EQUIP; PLUS A RADIO.
