COMMUTER FLT BREAKS OUT OF OVCST AT 500 FT TO SEE SNOW REMOVAL EQUIP ON RWY. EQUIP MOVES OFF.
FLT WAS INBOUND TO MANCHESTER. THE TWR WAS CLOSED; AND AFTER SEVERAL CALLS BTWN OPS ON THE GND AND ZBW; WE RECEIVED THE WX RPT (WHICH WAS NEEDED TO LAND) FROM CTR. OUR APCH CLRNC WAS DELAYED A FEW MINS DUE TO AN INBOUND LTT. WE WERE CLRED FOR THE ILS 35 VIA THE ARC. WE MADE 2 CALLS ON THE CTAF WHILE NBOUND FROM THE MARKER. WHEN WE BROKE OUT AT 500 FT AGL; THERE WAS EQUIP ON THE RWY WHICH WAS CLRED QUICKLY. AFTER WE LANDED; WE WERE ADVISED THAT THE ARPT WAS CLOSED WITH A 15 MIN NOTICE REQUIRED DUE TO SNOW REMOVAL EQUIP. THE GENTLEMAN MENTIONED SEVERAL TIMES THAT THIS WAS NOTAMED. THERE WAS NOTHING IN THE ARPT BOOK IN FLT OPS; AND THERE WAS NOTHING IN OUR WX PACKET. ALSO; SINCE BOSTON CLRED US FOR THE APCH AND AN LTT HAD LANDED WITHIN 5 MINS; WE THOUGHT WE MIGHT HAVE HEARD SOMETHING ON FREQ BUT DIDN'T. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES FLC NEVER SAW OR HEARD ANY INFO REF NOTAM. REVIEWED WX PACKET AGAIN AFTER INCIDENT WITH NO NOTAM PRESENT. TWR CLOSED ONLY 45 MINS SO ATIS SHOULD HAVE HAD SUCH INFO. RPTR FEELS CTR SHOULD ALSO HAVE BEEN NOTIFIED AND INFORMED FLCS. UNABLE TO TALK TO OTHER FLC TO DETERMINE IF THEY WERE INFORMED. RPTR SAYS SNOW REMOVAL CREWS HEARD THE 2 CALLS MADE ON CTAF AND WERE ALREADY VACATING RWY WHEN RPTR FLT BROKE OUT OF OVCST.
