INST APCH TO LAX RWY 6L. USED WRONG FREQ; FLEW APCH TO RWY 6R. ACFT BROKE OUT AT 1000 FT AGL; SIDESTEP AND LAND ON RWY 6L. CONTRIBUTING FACTORS: ATIS WX CALLED AT 2500 FT; 5 MI VISIBILITY; LIGHT RAIN AND FOG. NO NOTAM INFO ABOUT NEW FREQS FOR ILS. PLATE (11-6) DATED JAN/29/93 WAS USED. FREQ 111.7 WAS SET IN; AND USED; NO IDENT CHK. CTLR INITIALLY ADVISED APCH FOR RWY 6R; BUT THEN CHANGED ADVISORY FOR RWY 6L. WHEN CLRNC WAS ISSUED; IT WAS 'MAINTAIN 2 TILL GUPPI; CLRED ILS RWY 6L APCH. APCH CTLR WAS VERY BUSY. ARPT HAD JUST HAD NIGHT RWY CHANGE AND CTLR WAS HANDLING ALL INBOUNDS; NOT JUST THE N SIDE. A JET ASKED ABOUT ILS FREQS; BUT HE WAS GOING TO RWY 7R. CTLR NEVER ADVISED US OF THE NEW ILS FREQ. PAPERWORK PACKET HAD 13 NOTAMS FOR LAX. ONE ADVISED 'RWY 6L ILS DME NOW 108.5 CHANNEL 22.' NOTAMS WERE CHKED; BUT INFO NOT ABSORBED. AT ABOUT 1000 FT AGL; FIELD CAME INTO SIGHT. WE QUICKLY QUIZZED TWR 'CONFIRM CLRED TO LAND RWY 6L.' CONFIRMATION WAS RECEIVED AND WE COMPLETED SIDESTEP AND LINE-UP ON RWY 6L BY 500 FT AGL. PRIMARY FACTORS: PLTS FAILED TO IDENT FREQ AND THOROUGHLY CHK NOTAMS. SECONDARY FACTORS: APCH CTLR OVERLOAD; FAILED TO CONFIRM ILS FREQ; FAILED TO NOTICE ON RADAR LINE-UP FOR RWY 6R. WX CALLED (VIA ATIS) AS 2500/5; ACTUAL 1000/5. TOO MANY NOTAMS; IMPORTANT INFO BURIED IN 13 NOTAMS. NO ALERT NEW FREQ ON ATIS ADVISORY. CREW WAS COMPLETING 14 HR DAY; BODY CLOCK TIME.
