LOW ALT CIVIL OP GETS A NOISE COMPLAINT FROM FILM CREW ON GND.

Narrative

I AM A REALTOR AND AERIAL PHOTOGRAPHER. I HAD SOME PROPERTIES THAT I WANTED TO LOOK AT FROM THE AIR AND TO POSSIBLY DO SOME AERIAL PHOTOS. I CONTACTED THE TWR AT TPA ATC AND TOLD THEM WHAT I WANTED TO DO AND TO SCHEDULE MY DESIRED OP. I TOLD THE CTLR THAT I WOULD BE AT 1000 FT TO PERFORM MY FLT. THE CTLR SAID THERE WOULD BE NO PROB WITH THE OP AND THAT I WAS TO CONTACT APCH CTL ON 120.65 WHEN AIRBORNE. I HAD TALKED TO A FRIEND OF MINE TO INVITE HIM TO COME ALONG SINCE HE IS A LICENSED PLT AS WELL AS TO GET IN SOME FLYING. HE ASKED TO INVITE ALONG A FRIEND OF HIS WHO WANTED TO GO ALONG AND TAKE SOME AERIAL VIDEO OF SOME OF THE AREA. THE PLANE WAS FUELED UP AND ALL PREFLT WAS PERFORMED ETC. AFTER GETTING AIRBORNE I LET MY FELLOW PLT ACT AS PIC. I CONTACTED THE APCH CTL AS REQUIRED AND WAS TOLD TO SQUAWK XPONDER CODE OF WHICH I DID IMMEDIATELY. I WAS POSITIVELY IDENTIFIED BY RETURN REPLY OF XPONDER AND WAS CLRED TO MY DESIRED LOCATION AND WAS TOLD TO RPT ON LOCATION OF WHICH I DID UPON APCHING MY LOCATION. I WAS UNDER RADAR SEPARATION AND CTL BY TPA APCH CTL AND WAS THEN TOLD TO CONTACT APCH ON 134.25 OF WHICH I IMMEDIATELY DID AND ESTABLISHED COM AND POSITIVE CTL. THERE WERE A FEW LIGHT SHOWERS SCATTERED IN THE AREA SO I WAS REQUIRED TO CIRCLE THE AREA FOR SOME TIME WAITING FOR IT TO CLR SO I COULD VIEW THE PROPERTY. I THEN REQUESTED TO MOVE TO ANOTHER LOCATION FOR A WHILE TO VIEW SOME OTHER PROPERTIES AND AREA FOR A WHILE TO WAIT FOR THE SHOWER AND A BLIMP TO CLR THE AREA AND THEN REQUESTED TO MOVE BACK TO PREVIOUS LOCATION. APCH CLRED ME AS REQUESTED. I COMPLETED THE FLT AND RETURNED TO PLANT CITY MUNICIPAL ARPT (X17) WHERE I ORIGINATED. I HAD NO REASON TO BELIEVE I HAD BEEN A NUISANCE TO ANYONE SINCE I WAS OBSERVING NOISE ABATEMENT. THE NEXT DAY; I WAS CONTACTED BY AN ATTORNEY REPRESENTING COMPANY TO INQUIRE WHY I WAS FLYING AROUND THE MOVIE SITE. HE SAID THAT THE AIRPLANE NOISE HAD DISTRACTED THE SHOOTING/FILMING A FEW TIMES. IF THIS IS A PROB; THEN THE MOVIE-MAKERS SHOULD ARRANGE WITH ATC/FAA TO RESTRICT FLTS AROUND THE AREA DURING FILMING. I ABSOLUTELY DID NOTHING WRONG AS I CAN SEE IT SINCE I MADE PRIOR ARRANGEMENTS WITH ATC; COMPLIED WITH ALL INSTRUCTIONS; OBSERVED PROFESSIONALISM IN MY FLT OP AND WAS UNDER POSITIVE ATC AND RADAR CTL AND AT A LEGAL CLRED ALT AND OP AND NO PROBS WITH THE FAA/ATC.
