COMPLAINT REF AVAILABILITY OF THE CHANGE NOTICE PUB WHICH FOLLOWS ISSUANCE OF TPP.

Narrative

PROB FIRST RECOGNIZED 3-4 YRS AGO AND NOT YET ADDRESSED: MOST AUTHORIZED NOS CHART AGENTS I'VE USED (PLT SHOP AT FTY; PLT SHOP AT PDK; AND XYZ PLT SHOP; ETC.) EITHER DO NOT CARRY OR DO NOT INSIST ON SELLING CHANGE NOTICE (CN) TO TERMINAL PROCS PUB (TPP). I WORK WITH NEOPHYTE INST STUDENTS WHO DON'T YET KNOW/UNDERSTAND PUB SYS AND WHEN 1 POINT OUT/EXPLAIN NEED FOR CN THEY CANNOT GET IT BECAUSE LCL CHART AGENTS ARE SO MISINFORMED. SYS OF DISTRIBUTION (NOS'S) SHOULD BE CHANGED SO THAT COST OF CN'S IS INCLUDED IN COST OF TPP'S (OF WHICH THEY ARE A PART) AND CN'S SHOULD BE 'FREE.' MAYBE THEN THEY'D BE AVAILABLE TO THOSE OF US WHO ACTIVELY SEEK THEM (BECAUSE WE KNOW) AND TO THOSE WHO ARGUE AWARE. WHEN CAN WE STOP WAITING FOR FATALITIES TO PROMPT NECESSARY ACTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THE CN IS DISTRIBUTED 28 DAYS AFTER THE NOS TPP'S ARE ISSUED. SINCE MOST FLT SHOPS DO NOT CARRY THEM; STUDENTS OR CERTIFICATED PLTS ARE UNABLE TO UPDATE THE INFO. IF THE CHARGE FOR CN WAS INCLUDED IN THE PURCHASE OF THE TPP; THE SHOPS MIGHT BE MORE INCLINED TO HAVE THEM ON HAND. AS IT IS CURRENTLY; THE PLT IS VIRTUALLY UNABLE TO GET HIS HER/HANDS ON AN UPDATE AT ALL.
