Synopsis

AN MLG AIR CREW RAN OFF THE END OF THE RWY IN ICY CONDITIONS.

Narrative

LNDG RWY 15 TEMP 31 DEGS OVCST LIGHT RAIN WIND APPROX 200 DEGS AT 9. ATIS BRAKING ACTION RPT GOOD TO FAIR. NO TWR BRAKING RPTS ON FINAL. LANDED TOUCHDOWN ZONE OF 15. UNABLE TO BRAKE UNTIL HALFWAY DOWN RWY. THEREAFTER; SLOWED TO 70 KTS; WHEREUPON CAPT TOOK CTL. TWR TOLD US TO EXPEDITE TO END DUE TO ACFT LNDG BEHIND US. WE WERE SLOWED TO 20-30 KTS; A REASONABLE SPEED. ABOUT 500 FT FROM END OF RWY; CAPT APPLIED BRAKES WITH NO EFFECT. WE UTILIZED FULL REVERSE THRUST AND BEGAN A SLIGHT SKID TOWARD THE TXWY. WE STOPPED JUST PAST THE TXWY (BLUE) LIGHT BUT APPARENTLY STILL ON CONCRETE; ALTHOUGH IT WAS COVERED WITH SNOW. WERE TOWED OUT OF SNOW. NO INJURIES OR DAMAGE TO ACFT OR TXWY LIGHTS. RPTED BRAKING ACTION 'NIL' TO TWR. TAXIED TO GATE UNDER OWN PWR. ABSOLUTELY NO RPTS GIVEN BY TWR. RECOMMEND MORE COM BY TWR PERSONNEL ON SURFACE CONDITIONS. FORTUNATELY; NO DAMAGE OR INJURIES RESULTED FROM OUR RWY/TXWY DEP WITH LOW TEMP AND PRECIPITATION OFF AND ON. I WOULD RECOMMEND A MORE VIGILANT WATCH ON CONDITIONS BY TWR PERSONNEL.
