Synopsis

FLC OF AN MLG ACR ACFT FAILED TO MEET SID SPD RESTRICTION.

Narrative

THE TAMPA 2 SID WAS GIVEN AS CLRNC FOR DEP FROM TPA ARPT. THIS SID INCLUDES A 250 KT AIRSPD RESTRICTION UNTIL FURTHER ADVISED BY ATC. THE PLT AND COPLT BOTH FAILED TO NOTICE THE AIRSPD RESTRICTION ON THE SID. AT 10000 FT MSL THE ACFT SPD WAS AUTOMATICALLY INCREASED TO 320 KTS BY THE PERFORMANCE MGMNT SYS (PMS) ON THE ACFT. AT 15000 FT MSL ZJX CALLED THE ACFT AND ASKED IF AN AIRSPD RESTRICTION HAD BEEN ISSUED AS PART OF THE CLRNC. IT WAS AT THIS TIME THAT BOTH PLTS NOTICED THE AIRSPD RESTRICTION ON THE SID. AT NO TIME DID THE AIRSPD DEV CAUSE A HANDLING PROB OR CONFLICT SO JACKSONVILLE TOLD ACFT TO MAINTAIN PRESENT SPD AND NOT TO REDUCE TO 250 KTS. HUMAN PERFORMANCE CONSIDERATIONS: 1) COCKPIT DISTRS DURING REVIEW OF SID PRIOR TO TKOF SO SPD RESTRICTION WAS NOT NOTICED. 2) VERY FEW SIDS CONTAIN AIRSPD RESTRICTIONS SO ONE WAS NOT EXPECTED. 3) AIRSPD RESTRICTIONS ARE USUALLY REVIEWED AND GIVEN VERBALLY BY CLRNC DELIVERY; BUT IN THIS CASE ONLY THE NAME OF THE SID WAS ISSUED; SO NO REINFORCEMENT OF THE AIRSPD RESTRICTION WAS GIVEN BY CLRNC. WHAT CAN BE DONE TO PREVENT A RECURRENCE: CLRNC DELIVERY SHOULD REINFORCE THE SPD RESTRICTION BY STATING IT AND REQUIRING AIR CREW TO READ IT BACK.
